About the program
The New Colombo Plan (NCP) is a signature initiative of the Australian government which aims to lift knowledge of the Indo Pacific in Australia by supporting undergraduates to study and undertake internships in the region. The NCP Program involves a scholarship program for study of up to one year and internships or mentorships, and a flexible mobility grants program for both short and longer-term study, internships, mentorships, practicums, research, and language training.

The strategic objective of the NCP is to strengthen Australia’s regional standing by building a diverse cohort of Australian alumni with deeper Indo-Pacific knowledge, capability, and connections. The NCP began as a pilot in 2014 supporting 40 Scholars and more than 1300 mobility students to study and undertake work placements across four pilot locations – Indonesia, Singapore, Japan, and Hong Kong. The NCP has grown to support up to 10,000 undergraduates each year in 40 host country locations in the region from South Asia in the west to Mongolia in the north, and the Cook Islands in the east.
Palladium has been appointed by the Department of Foreign Affairs and Trade (DFAT) as the Service Provider to deliver the NCP Managed Administration and Support Services (NCP MASS) which aims to provide an integrated suite of services to support the objectives of the NCP Program.

Purpose
The aim of the Scribe’s expression of interest is to have pre-screened and qualified individuals ready and available for rapid deployment of expertise for NCP MASS and any other programs managed by Palladium if and where required.
About the opportunity
Scribes will assist with the assessment/interview process for the 2023 Scholarship Program round. Scribes will sit on interview panels and document candidate responses to interview questions, provide an interview summary report for each interview and act as a moderator for assessors on the interview panel if and where required.
Position reports to: Manager, Scholarships and Mobility
Location: Desk-based/ work from home
Contract type: Casual employee/Contractor until 30 September 2022

Scope of Services
– Tasks for the 2023 NCP Scribe services include but are not limited to:
– Attend online (via Zoom or Microsoft Teams) Scholarship application interviews per day for two weeks, providing scribing services during the interview process.
– Draft detailed interviewee reports and panel moderation reports as part of the merit selection process.
– Proofread reports and edit reports as required.
– Any other duties as required.
To assist with Scribe preparation, Scribes will be provided with candidate interview report template and candidate bios (inclusive of Scholar application forms). Scribes will also be required to complete an online briefing session on 5 September 2022.
Duration
Interviews are expected to commence on 13 September 2022 and be completed by 22 September 2022.
Skills and experience
Scribes will have relevant skills and experience with scribing and/or with any other application assessment processes including as an interview panelist. This could include:
– Experience in overseeing interviews and/or candidate assessments.
– Experience in developing interview and/or candidate summary reports.
– Experience in some sort of a selection panel.
– Experience in moderating interviews and/or panelist assessments.
– Understanding and experience of assessment criteria and its application.
