Monitoring, Evaluation, and Learning (MEL) Assistant

Project Overview and Role:

Trade Reform and Development in Egypt (TRADE) is
a USAID-funded project to increase Egypt’s international trade by increasing
exports from small and medium-sized enterprises (SMEs) in the Activity’s “selected
sectors.” The TRADE Activity will focus on specific sectors which are
Engineering Products, Food Processing, Home textiles; Ready Made Garments,
Chemicals, and Building Materials. The TRADE Activity will achieve the following three results to reach the
Activity’s goal: 

  1. Enhanced Export Capacity of SMEs, in particular, New and Expanding Export- Ready Enterprises (NEEREs)[i] in the Selected Sectors. 
  2. Strengthened Public and Private Trade-Support Institutions – TSIs (e.g., Trade Associations, Export Councils, etc.); and 
  3. Improved Trade and Investment Policy, Regulatory and Institutional Environment 

The Monitoring, Evaluation, and Learning (MEL) specialists will
assist the MEL director to implement an effective, user-friendly MEL system
that includes all appropriate indicators, baseline data, and appropriate data
collection tools. They will ensure that internal reporting enables adaptive management
and active participation in CLA with other stakeholders. 

 Primary Duties and Responsibilities: 

  • Support the MEL Director in carrying out all MEL efforts;
  • Document and report on progress toward achieving deliverables and targets;
  • Ensure high-quality implementation, in close collaboration with the TRADE’s team leads, cross-cutting advisors, and STTA consultants;
  • Support and supervise MEL interns (as needed) to ensure technical integrity;
  • Coordinate assessment and research efforts to monitor the activity’s interventions and assess their contribution to the activity’s intended outcomes;
  • Support the sharing of feedback with stakeholders and partners to improve decision-making;
  • Attend activities to facilitate follow-up and record keeping;
  • Support the translation of data analysis outcomes into recommendations and/or suggestions that can be used to inform strategic decision making, project planning, and learning;
  • Ensure data quality by carrying out and/or coordinating data verification procedures, including routine data quality audits; 
  • Ensure the logging of relevant data into the project’s Monitoring Information System/Data depository;
  • Promote and support the dissemination and utilization of knowledge among TRADE’s team members;
  • Any other task requested by the supervisor.

Required Qualifications:

  • 1 – 3 years of MEL experience in a development context, Experience carrying out MEL efforts in USAID-funded projects/activities is preferred.
  • Bachelor’s degree in a relevant field.
  • Excellent writing skills.
  • Ability to use/learn to use statistical analysis software (e.g. MS Excel, SPSS).
  • Proficiency with Microsoft Office and web-based productivity tools (e.g. Google Suite, MS Teams).
  • Fluency in Arabic and English.
