Project Overview and Role:

Data.FI is a five-year global project funded by the U.S. Agency for International Development (USAID) to support the HIV and COVID-19 response. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition
The Data.FI is currently seeking a part-time Consultant to work on the development and use of a COVID-19 vaccine allocation tool in support of the USAID/ Côte d’Ivoire USAID country office. The objective of this activity is to create an interactive tool for COVID-19 vaccine allocation planning that helps decision-makers target priority population while minimizing vaccine wastage. The allocation tool will be an interactive product that generates optimal vaccine allocation per vaccination site using prepopulated metrics such as travel time to vaccination sites and user input variables such as total vaccines available, vaccine type, time to expiration, population size and vaccine demand at the vaccination site. The Consultant will help with the initial specification and design of the tool (including locating and sharing necessary datasets) and with user engagement and socialization of the tool. 
The expected duration of support is 10 months. The position is based in Abidjan, Côte d’Ivoire.  This is a local hire position; no relocation or expatriate benefits will be provided. The Consultant will perform the responsibilities listed below, with oversight and direction from the US-based Technical Advisors and Activity Lead.

 Primary Duties and Responsibilities: 

•Take part in the process of compiling user requirements for the vaccine allocation tool
•Identify, locate and share data sets for development of the COVID-19 vaccine allocation tool with technical leads
•Support the development and approval of data sharing agreements, as needed
•Develop solutions for anticipated and unanticipated challenges with data access
•Engage MOH/DIIS, INHP, DCPEV and district-level officials to test the tool and solicit feedback on potential improvements
•Share this feedback with technical leads so that the tool can be updated to improve usability and design to ensure that it answers immediately relevant questions
•Strengthen the capacity of government stakeholders to use the vaccine allocation tool through facilitation of trainings and on-going mentorship
•Coordinate meetings and liaise with US government, country collaborators, and other program staff across organizations to carry out activities as required
•Facilitate final deployment of the tool

Required Qualifications:

•Effective communication and interpersonal skills, including English technical writing, communication, and reporting skills
•A Master’s degree in Public Health, or other related discipline
•Experience with quantitative data analysis using public health data 
•Experience with using quantitative data tools to inform public health programs 
•Demonstrated skills in strengthening capacity of country stakeholders in using tools to support the decision making process, preferable relating to public health programs
•Familiarity with Côte d’Ivoire health system and USG COVID-19 programming priorities and strategic information approaches and activities
•High degree of proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, etc.)
•Ability to independently manage work streams and advance activities with minimal supervision
•Ability to meet manage time and workload effectively to complete multiple tasks and meet deadlines with close attention to detail
•Experience working in cross-cultural settings
