Background
Overall, the PROPEL APS (Promoting Results and Outcomes through Policy and Economic Levers) will focus on policy, advocacy, health financing and governance activities as well as technical assistance, and transition initiatives for family planning and reproductive health (FP/RH), and FP/RH integration with maternal health, HIV/AIDs and other health areas. FP/RH integration across health, gender, youth, health equity, capacity development, and private sector engagement are all central to this APS. For Round 2 – PROPEL Adapt – the specific focus will be on policy, advocacy, financing, and governance (PAFG) unique to fragile settings, including responses to country epidemics or global pandemics such as COVID-19.
Purpose of Position
Under the supervision of the Project Director (PD), the Technical Director will lead the technical aspects of the project in compliance with USAID and Palladium rules and regulations to achieve project objectives. S/he will also regularly engage with and maintain good relationships with relevant actors including CSOs, consortium partners and other governmental and non-government stakeholders. The Technical Director will provide support to the PD in liaising with programmatic, strategic development, and quality control duties, and will assist in technical knowledge sharing between project buy-ins. S/he will also serve as a part of the senior leadership staff and ensure responsiveness and quality of all technical work. This position is contingent upon award of funds.

Role and Responsibilities
In close coordination with the PD, lead the development, implementation, and oversight of technical strategies and interventions in policy, advocacy, financing, and governance and related areas that strengthen the enabling environment for FP/RH in fragile settings.
Facilitate collaboration between project staff and partners to develop multi-sectoral, cross-cutting technical strategies, partnerships, and plans.
Supervise technical teams to deliver efficient, effective results for project activities.
Adapt and integrate state of the art approaches, emerging knowledge, and innovative solutions within project activities; provide thought leadership on FP/RH and related topics, including health, gender, youth health equity, capacity development, and private sector engagement.
Provide oversight and quality assurance for technical program budgets, annual work plans, semi-annual reports, and other reports.
Support meaningful collaboration and capacity development of government, civil society, and other local stakeholders in target fragile settings to develop and implement policies, advocacy, financing, and governance that support voluntary, rights-based FP/RH and health services.
Ensure technical deliverables are of high-quality, timely, and within budget.
Oversee monitoring, evaluation, and learning of the technical components of the project.
Represent the technical work of the project to external parties as requested by the PD.
Position Requirements
Advanced degree in public health, economics, international affairs, public administration, policy, social sciences, law, development studies or related field
Demonstrated history of progressive relevant global health programming experience, including significant experience in senior program management positions
Significant experience across health financing, health governance, policy development and implementation, CSO engagement and strengthening, and evidence generation.
Experience leading the technical design and implementation of programs in FP/RH, MNCH, or HIV in fragile settings. Family Planning experience strongly preferred.
Prior experience working and/or leading complex development projects in fragile settings highly desired
Prior experience in a senior leadership role for a complex health development program. Experience with regional/multi-country/global programs highly desired.
Demonstrated capability to lead/supervise a diverse team with different development partners, donors, CSOs and host country government counterparts.
Fluency in English required; fluency in French preferred.
