Project Overview and Role:

Palladium
is seeking a Technical Director, Blended Finance who will work to mobilize and
deploy private capital to market-oriented health services providers and
entrepreneurs. The position leads efforts to increase private health sector
contributions to advancing voluntary family planning and other health outcomes,
including maternal, newborn and child health, malaria, TB, and HIV/AIDS.

The
Technical Director, Blended Finance will work closely with the Project Director
to provide technical leadership in the design and execution of the project’s
strategy to improve access to capital for local micro, small, and medium-sized
health enterprises, and health innovators.  She/he will provide technical guidance to the development of innovative
financing mechanisms and techniques to increase access to appropriate financial
products for private sector actors in target health markets. In coordination
with the Project Director, the Technical Director, Blended Finance will manage
relationships with select partners involved in the design and deployment of
financial solutions and a Blended Finance Facility.

 Primary Duties and Responsibilities: 

  • Provide technical guidance and support to the design, testing, and deployment of appropriate financial products for local micro, small, and medium-sized health enterprises. Develop blended finance strategies and solutions to expand access to finance to market-oriented health actors.
  • Provide technical guidance to the design, structuring, due diligence, launch, and operations of a Blended Finance Facility. Manage the day-to-date operations of the Facility.
  • Manage contractual relationships with strategic technical partners to ensure that blended finance interventions are implemented as planned and executed on time and on budget.
  • In coordination with the Project Director, execute outreach campaigns and conduct “virtual” and in-person “roadshows” to raise the profile of the Blended Finance Facility, raise funds, negotiate term sheets with potential investors, conduct due diligence, and coordinate with the client to secure approval for any additional funding contributions in compliance with relevant policies and regulations.
  • In coordination with the Project Director, develop a strategy to source and build a pipeline of health ventures and health entrepreneurs and facilitate their access to incubation and acceleration services and funding. Manage the implementation of this initiative.
  • Oversee the deployment of grants and other forms of capital to SMEs operating in the health markets covered by the project.
  • In coordination with the Project Director and the Monitoring and Evaluation team, oversee the routine analysis of data provided by health SMEs, innovators and entrepreneurs supported by the project. Apply the findings to manage project implementation and risks, adapt financial products or develop new ones, and maintain engagements with potential investors and capital providers.
  • Manage technical staff across the globe to ensure responsive and efficient project operations.
  • Ensure that project objectives, outcomes, and deliverables are met and that financial, operational, and reporting requirements of the donor are followed.

Required Qualifications:

  • Master’s degree in Business Administration, Management, Economics, Finance, Accounting or another related field.
  • Extensive project management experience.
  • Experience leading complex activities or engagements in financial advisory services, development finance, blended finance, access to finance, design, structuring, and due diligence of funding facilities (grants, debt, equity), management of funding facilities, public-private partnerships, or related technical areas.
  • Experience with USAID projects is a strong advantage, especially knowledge of and experience with USAID-funded international health projects.
  • Experience with other bilateral or multilateral donor-funded blended finance facilities, development funds, Challenge, or Innovation funds.
  • Demonstrated experience coordinating, collaborating, and aligning various stakeholders including USAID, host country governments and counterparts, philanthropies, health industry players, and private investors/ financiers.
  • Field-based experience in low-resource settings.
  • Demonstrated ability to manage multi-cultural and geographically distributed teams.
  • Attention to detail and ability to perform multiple tasks and balance competing priorities effectively and efficiently often within a required timeframe.
  • Must be able to work under tight deadlines and across time-zones.
  • Excellent oral and written communication skills in English. French or Spanish language skills – a strong advantage.
