Project Overview and Role:
USAID’s ProtectHealth, based in Manila, the Philippines, in collaboration with other USAID projects, supports the Government of the Philippines (GPH) to enhance access and financing to meet key HIV, tuberculosis (TB) and family planning (FP) outcomes while realizing its goal of achieving universal health care (UHC). USAID’s ProtectHealth will specifically support GPH’s implementation of the UHC Law by addressing policy and institutional bottlenecks within the health financing system. 

USAID’s ProtectHealth is providing technical assistance (TA) to enable the GPH to rapidly and effectively enact financing reforms envisioned in new legislation on UHC (Republic Act 11223) and HIV and AIDS (Republic Act 11166). Specifically, USAID’s ProtectHealth is supporting the Department of Health and PhilHealth enable key reforms and improvements in the sustainable financing of HIV, in line with support already being provided in the domain of TB and FP. Support to these agencies will be in line with key national priorities to reduce HIV incidence, improve the care and treatment cascade, strengthen prevention programming and case identification, and move closer to epidemic control in the Philippines, while achieving a sustainable financing status for the HIV program. In this context, USAID’s ProtectHealth will assist in strengthening financing mechanisms for HIV, which include but are not limited to the following sources: PhilHealth (e.g. Outpatient HIV AIDS Treatment Package), funding streams from the Department of Health (e.g. for the National AIDS Prevention and Control Program, Epidemiology Bureau). The project may work on various aspects of financing for HIV, such as estimating total future domestic investment requirements, designing strategies to sustainably finance key existing and new interventions (e.g., PrEP, index testing, etc.) at scale through the different funding streams, aligning with the UHC Law provisions and the post-COVID-19 “new normal” for health service delivery, while also strengthening HIV-related budget planning, execution and monitoring for DOH.

Primary Duties and Responsibilities:

The Program Associate for Health
System Strengthening (HSS) will assist the Technical Advisor for Health
Financing and System Strengthening (HFSS) and the Health Systems Strengthening (HSS)
Specialist  in planning, managing, and monitoring the implementation of USAID’s
ProtectHealth’s support to various health systems strengthening activities,
including supporting USG-assisted and other UIS in attaining local health
systems  (LHS) integration, particularly
financial integration. The HSS Program Associate’s duties and responsibilities
will include, but are not limited to:

-Assist the Technical Advisor on HFSS and the HSS
Specialist in drafting various reports and documents, including but are not
limited to advisories, technical notes, concept notes, scopes of work and progress
reports.
-Assist the Technical Advisor for HFSS
and the HSS Specialist in coordinating activities with various project teams
and other stakeholders including but not limited to USAID CLA Network, among
others.
-Regularly update the Technical
Advisor on HFSS and the HSS Specialist on progress towards implementation of technical
assistance to USG-assisted sites
-Assist the DOH-led TWG on UHC implementation
sites or similar bodies
Perform any other technical and
managerial tasks as may be directed by the Technical Advisor on HFSS and HSS
Specialist

 

Required Qualifications:

-Advanced degree in economics, public administration, public health, medical degree, or related fields
-At least three years of relevant experience in health financing, health systems strengthening, or local governance for health in the Philippines
-Knowledge of the Philippines’ tuberculosis, HIV, or family planning programs; knowledge of financing and systems strengthening at the local level will be an advantage
-Demonstrated proficiency in client management and coordination with multiple government stakeholders and ability to engage in a sensitive and politically astute manner
-Effective communication skills, excellent writing skills, and demonstrated ability to produce high quality reports and deliverables in a timely manner
-Strong organizational skills to ensure activities, timelines, and progress occur on schedule
