Project Background:
Palladium
is supporting the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global
Fund), to assess and plan how Benin, Burkina Faso, Congo, and Togo can
sustainably finance their responses in these priority disease programs.
Palladium will be providing technical support to government stakeholders and
the Global Fund to understand the current health financing context, identify
opportunities and challenges as well as priority areas for future action. This
will enable the countries to devise comprehensive and sustainable domestic
resource mobilization strategies for HIV, TB, and malaria. The outcome of this
activity will be a report outlining the current sources of financing for HIV,
TB and Malaria programs in these countries, potential for increased fiscal
space and key opportunities in the budget cycle process to increase budget
allocations and domestic expenditure in the three disease areas. Palladium
will also develop an accompanying advocacy brief validated by in-country
stakeholders with targeted recommendations for action.
Primary Duties and Responsibilities:
Palladium will engage a national consultant (or consultants) based in
each country to lead the in-country data collection, stakeholder engagement and
validation effort. The consultant will report to the Palladium HQ country health
financing lead. The consultant’s period of performance will be July 2020 to
January 2021, but might vary due to country contexts.
Palladium is accepting applications to complete the scope of work outlined for Role 1 and/or Role 2 in each of the four countries. Please indicate in your cover letter which country you are applying to work in and whether you are applying for Role 1, Role 2, or both Roles 1 and 2. Please indicate the estimated level of effort in days that you propose to use in each country per Role. Selected candidates will be issued fixed-price contracts for each consultancy. This RFP in no way obligates Palladium to award a contract nor does it commit Palladium to pay any cost incurred in the preparation and submission of a proposal.
Anticipated period of performance: July 2020 to January 2021
Locations: Porto-Novo, Benin / Ouagadougou, Burkina Faso/ Brazzaville, Congo/ Lome, Togo
GENERAL SCOPE OF WORK FOR BOTH ROLES 1 AND 2:
- Document activities, deliverables, and results on a weekly basis, along with the relevant evidence, submitting activity and result reports to his/her supervisor
- Communicate with HP+ on issues/delays affecting data collection and analysis
- Attend meetings related to the project, as required by his/her supervisor and/or the Program Director
- Observe all administrative and financial policies and procedures established by Palladium and the Global Fund
ROLE 1
– Management and Facilitation – Additional Scope of Work:
- Review data needs and identify key informants (government officials and other stakeholders) that can validate health and health financing indicators and fill in all information gaps
- Arrange and facilitate key informant interviews to validate data, map budget process, and identify key opportunities to influence allocation decisions
- Arrange and facilitate validation workshop of
key stakeholders
ROLE 2
– Data Collection –
Additional Scope of Work:
- Collect health, HIV, TB and malaria budget and expenditure from MOH funding channels, ensure the accuracy and completeness of data requested and collected, and synthesize data into an Excel database
- Review MOH budget allocations and summarize by expenditure type (i.e. salaries, capital), disaggregated by funding source
- Collect and summarize in Excel format health budget execution data by program area or expenditure type (i.e. salaries, capital, etc), if available
- Map and draft short description of different MOH funding channels
- Collect and concisely summarize additional key documents and indicators on central and regional government budgets and health, HIV, TB, and malaria financing, as requested
- Conduct key informant interviews to validate data, map budget process, identify key opportunities to influence allocation decisions, etc
- Conduct and facilitate validation workshop of key stakeholders
