This Opportunity:
The purpose of the USAID Active Citizenry Activity (the “Activity”) is to empower Palestinian citizens and civil society actors to hold public institutions accountable, foster social and political advancement and improve overall living conditions and prosperity. The following describes in detail the Activity’s objectives, as well as the illustrative interventions and expected results. The Activity will support the civil society sector, Palestinian citizens, media organizations, and other relevant stakeholders to become more active in decision making and advocating for their rights.

Palladium seeks a Senior Civil Society Engagement Advisor to support project objectives of the USAID-funded Civic Engagement in Local Governance for Accountability project. S/he will report directly to the Chief of Party.
This position will be based in Palestine and is contingent upon contract award to Palladium.

Duration: 5 years (anticipated start in September 2022)
Location: Palestine

Primary Duties and Responsibilities:
Provide technical support and analysis for project civil society programming which includes increasing accountability and transparency, civil society strengthening, civic engagement, peacebuilding, and technical assistance
Liaise with consortium partners, grantees, and other Palestinian non-governmental stakeholders to support project objectives;
Support Chief of Party in implementing programmatic, strategic development, and quality control duties
Assess technical needs among local organizations and propose interventions that respond to those needs
Design program methodologies, approaches and tools that will improve citizen and CSO engagement in the political sphere and strengthen governance structures at the sub-national level
Comply with USAID and Palladium reporting requirements on program impact and implementation
Provide training, guidance and oversight to team members to ensure consistency and quality of delivery
Support continuous learning and adaptation, working closely with the COP, MEL Director, and other team members
Perform other related duties and responsibilities as assigned
Key Competencies Required:
Master’s degree in International Development, Public Administration, Political Science, International Relations, or related area, with 10 years of relevant experience or a bachelor’s degree and 12 years of experience
At least ten (10) years of progressive relevant international development programming experience – at least five (5) years of experience in the implementation and management of international donor- (including USAID-) funded projects that focus on innovative civil society engagement methodologies, capacity development, decentralization, or institutional strengthening programs, preferably in Palestine
At least three (3) years of experience working in Palestine
Demonstrated capability to lead/supervise a diverse team with different development partners, donors, CSOs and host country government counterparts
Broad knowledge of key government, civil society, private sector, faith-based and media actors who are potential allies for the project’s goals.
Reputation for professional excellence including outstanding facilitation, strategic planning, and management skills (as evidenced by references and achievements).
Experience working in gender, vulnerable populations (including children) and/or human rights desired
Fluency in English
