Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.Position OverviewThe Monitoring and Evaluation Specialist will provide M&E technical expertiseto the SHIS team with focus on the Reproductive Maternal Neonatal and Child Health (RMNCH) programs. The role will specifically address M&E and research needs for the Reproductive Maternal Neonatal and Child Health (RMNCH) projects.He/Shewill serve asthe focal M&E person for the GAIN project andwill lead in the implementation of all GAIN M&E and research related activities.The role will also be supporting SHIS structures including the Data Manager, Mentors and the M&E Assistants atboth primary and secondary healthcare facilities in the implementation of theM&E processes as well as mentorship activities acrossthe health facilities. The role will ensure routine collaboration with the RMNCH program managers and midwife mentors in reviewing the data to ensure that the program reports are grounded onsound data and good quality data acts as a basis for routine programmatic decisions. The role willfurther support the conceptualization and implementation ofQI related projects within the RMNCH domain.Essential Duties and Responsibilities:Essential Duties and Responsibilities:Program Management:Provide mentorship and supervision to RMNCH-based data team on health information systems standards and activities at maternity clinic, cancer clinic and adolescent services clinicTrain the project team andRMNCH-related stakeholders on data management lifecycleActively participate in the development of annualwork plans and budgetsLead data collection tools design and compilation of the routine reports.Represent PIH-SL at relevant district, and national- level meetings on RMNCH M&E when necessaryEnsure high-quality implementationof the M&E processes, consistent with Sierra Leone national monitoring and evaluation guidelines, protocols, information and reporting systemsWork closely with the district quality of care officer & QI team to conduct data driven mentorship and quality improvement of services in supported health facilities.Support providers to initiate new Quality Improvement projects, reviewing completeness and assisting teams to complete QI project documentation booklet, data dashboard, data review meeting minutes bookletSupport program team to adequatelyin review the performance of the projectProvide specific sets of the data required by thevarious project-specific and PIH-Sierra Leone stakeholders.Design Monitoring, Evaluation Reporting and Learning (DMERL):Lead in thedesign, monitoring, evaluation, reporting and learning activities related to RNMCHprogram.Establish data quality assurance, quality control and quality improvement processesSupport in the development of data collection tools, and data collection standard operating procedures, and work with clinical, M&E and eHealth staff to implement robustdata systemsOversee production of monthly, quarterly, and annual program reports in direct partnership with the Ministry of Health district HMIS teamWrite or provide substantive input into monitoring and evaluation components of grant proposal developmentProvide insight and work toward RMNCH data management system strengthening.Support in conducting routine review of all maternity and SCBU programs, AYFS and registers for completeness and accuracy, check and ensure data completion and quality inCommCareand other databasesConduct routine data quality checks/auditsof RMNCH data and follow-up of data quality audits and data review meeting action plans.Digital Health:Collaborate with the eHealth team in gatheringand configuringdata capturing andreportingtools into various electronic instancesSupport the service providers for the optimal adoption and acceptance of the digital tools being utilized in the delivery of careCollaborate with the eHealth team in the Electronic Medical Records (EMR) trainings to the service providersResearch:Work with the Evaluation and SHIS-research team to support RMNCH research lifecycleProvide research support to various stakeholders including clinical students on need basisData useActively participate in the culture of data useincluding facilitation of the data reviews, donor reporting, tracking service utilization metrics etc.Develop data dashboards using business intelligence tools including Power BI, TableauEducation and Work Experience Requirements:Master’s degree in public health, demography, biostatistics, mathematics, epidemiology, M&E or related field or equivalent experience.Minimum five years of practical work experience in global health monitoring and evaluation realmProven expertise (proficiency and competency) in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation and setting up and managing M&E systems that track performance as per the objectivesDemonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectorsFamiliarity withRMNCH and Family Planning programDemonstrated ability to conduct operational research, as well as to disseminate findingsAbility to mentor and manage individuals with diverse educational and cultural backgroundsHighly detail-oriented, experience designing M&E tracking tools and instrumentsExcellent written and verbal communication skills in the English languageTwo or more years’ field experience in resource-constrained setting.Proficiency in Microsoft Office suite and any relevant statistical software.Prevention of Sexual Abuse and ExploitationPartners In Health (PIH) is committed to ensuring that those who benefit from our work, including patients, families and community members, are treated with respect and dignity.
