This Opportunity:
The Chief of Party solicited through USAID/West Bank and Gaza to help TVET programs and institutions be responsive to market needs and effectively address key labor demands. The Activity will meet labor market demands and provide Palestinians with meaningful, well-paying employment opportunities. The Activity will start new technical training programs or improve the quality and relevancy of technical programs, with a particular focus on increasing and improving youth access to TVET institutions. These programs should help youth become more employable and find employment opportunities in technical areas that will be in increasing demand in the near and far future. This position will be based in West Bank or Gaza and is contingent upon contract award to Palladium.
Primary Duties and Responsibilities:
Provides overall leadership, strategic guidance, vision, and management to staff and the overall project team, including staff, consultants, and partner organizations
Plan, direct and coordinate technical and operational activities to ensure that project goals and objectives are met and prescribed timeframes and funding parameters follow USAID regulations and Palladium’s policies
Provide overall technical and administrative leadership to the project implementation team, including development of strategies, budgets, work plans, MEL plans and reporting
Ensures the strategic and functional integration of all technical areas as well as strong collaboration with donors, private sector, and other implementing partners
Coordinates with other local USAID representatives, USG projects, Palladium’s home office as well as other development partners to ensure collaboration, integrated approach, and complementarity of the interventions
Serve as the project’s primary point of contact with USAID, other implementing partners, and other stakeholders; ensure alignment and harmonization with other programming where appropriate
Responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID
Provides strategic vision on program sustainability and resilience
Ensure interventions reflect high technical quality and are in line with the project’s scope of work.
Fluent writing, reporting, and presentational skills in English
Proficient written and spoken Arabic preferred
Key Competencies Required:
Extensive experience in workforce development, youth engagement, private sector engagement, or other field related to international demand-driven skills development and employment linkages programs are required
USAID program experience is a must with experience as a Chief of Party on a USAID funded project or other donor-funded development project
Experience in systems strengthening and partnership building, particularly with the private sector
Demonstrated knowledge and experience with USAID or other donor planning and reporting systems, operations, programming, and structure
Experience managing and leading technical and administrative teams for complex development projects
Experience working West Bank and Gaza preferred
Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe
Effective written and oral communication skills
Professional and diplomatic demeanor and conduct, especially during interactions with the client and its constituents
Ability to anticipate, respond and adapt quickly to changing requirements and competing demands.
Ability to take initiative and/or respond independently to situations
Fluent written and spoken English required
