The Young Professionals Programme 

WHO Headquarters offers opportunities for young professionals from Least Developed Countries (LDCs) to engage in WHO’s work and build skills and competence in key public health areas. This is a structured programme which incorporates additional exposure and experience at country level and career support.

Young Professionals will be assigned to regular WHO positions and will be fully immersed in WHO’s technical work.  Young Professionals will benefit from career support, networking, mentoring and tailored learning opportunities throughout this period to support them in achieving their personal career goals. To enhance their knowledge and widen their professional network, the YPP may be posted in a different WHO office on short-term learning assignments.

 

Eligibility criteria

The following eligibility criteria in addition to the minimum requirements of the position will be used to shortlist candidates: 

  • To be no older than 35 years on 31 December of the year of application.
  • To be a national of a country eligible for the Programme: List of Eligible Countries.
  • To hold a relevant university degree obtained in your home country or other eligible country.*

*Exceptions will be considered where no institute of higher education exists offering the degrees required for eligibility to this Programme as per the World Higher Education Database.

Purpose of the Position

Reporting to and providing support for the unit head of Data Coordination, Governance and Partnerships team (CNG), in the Data Analytics and Delivery for Impact (DDI), the position holder will: a) Support secretariat functions for the Health Data Collaborative (HDC) and the internal Hub and Spoke data collaborative in close collaboration with other team members, the chairs, members of the HDC and related partnerships and working group members; b) Provide assistance in communications and coordination between WHO departments, regions and within DDI as the ‘data hub and spoke’ governance model way of sharing and coordinating data is implemented; c) Convene and coordinate various data governance policies and processes as required by CNG.

 

Objectives of the Programme and of the immediate Strategic Objective   

The Division of Data, Analytics and Delivery for Impact (DDI) supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in Member States. It’s goal is to build capacity in member states to monitor the health of their populations and the impact of health interventions and to promote evidence informed policy decisions. The monitoring of WHO’s Global Programme of Work 13 2019-2023 (GPW 13) Impact Framework is also a key function. The Coordination, Governance and Partnership unit (CNG) in DDI has responsibilities both internally (in WHO, at all three levels of the organization) and externally using partnership approaches to leverage and align technical and financial resources around Member States’ needs for better data collection, storage, analysis, dissemination and use of data at all levels. The CNG unit:–> hosts the secretariat of the Health Data Collaborative (HDC): this informal partner network comprises over 50 partners (from 7 constituencies – i) countries, ii) multilaterals, iii) donors, iv) civil society, v) private sector, vi) global health initiatives and vii) Research, Academia and technical Networks). The HDC, a UHC 2030 related initiative, has three objectives: i) to strengthen country health & CRVS information systems, ii) align partner technical and financial resources for country data plans and iii) adapt and contextualize global tools.–> Coordinates data Governance in WHO: emphasizing the power of WHO’s data journey (collection, storage, validation, analysis and use), the data governance framework includes 1. Standards (such as principles, policies and data standards), 2. Solutions (including world health data hub and data related tools) and 3. Structures (data governance committee, hub and spoke collaborative and external partnerships). –> Promotes partnership approaches to data and digital efforts: both internally and externally leveraging resources to strengthen members state data and digital efforts (such as SDG GAP, UHC 2030, Road to Bern initiative and links with WHO CRM).

 

Organizational context

The Division of Data, Analytics and Delivery for Impact (DDI) supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in Member States. DDI’s goal is to build capacity in Member States to monitor the health of their populations and the impact of health interventions and to promote evidence informed policy decisions. The monitoring of WHO’s Global Programme of Work 13 2019-2023 (GPW 13) Impact Framework is also a key function. The Department of Data and Analytics is responsible for monitoring progress on the GPW 13, strengthening country health information, data generation and evidence creation in collaboration with partners and addresses critical data gaps for priority health topics. It also serves as Division focal point for collaboration with other departments with regard to primary data generation efforts and analysis. It undertakes analysis of health trends and determinants.

 

Summary of Assigned Duties

Reporting to, and under the overall guidance of the Unit Head, the incumbent will undertake the following general activities to ensure the data CNG team (CNG) achieves its objectives:

  • Provide project assistance to support CNG’s objectives.
  • Contribute meaningfully to guidance documentation related to ongoing CNG projects.
  • Advance the drafting of project documents including contracts with external partners.
  • Collaborate with colleagues in HQ and Regional Offices to support and promote CNG projects.
  • Draft regular progress reports on ongoing projects in CNG.
  • Assist in the work carried out to increase visibility of CNG.
  • Contribute to specific projects launched within CNG.
  • Perform all other related duties as assigned.

Education Qualifications

Essential

Advanced university degree in management, public health (epidemiology, public health policy), international relations, demography,  statistics or related area. A university degree in a relevant subject must have been obtained in your home country or other eligible country.

Desirable

Certification in project management.

 

Experience

Essential

A minimum of 2 years’ relevant experience, including in public health programme management and international development. Demonstrated experience in global-level networking and partnership-building. Proven experience in preparing proposals, project and donor reports and other documentation.

Desirable

International experience and demonstrated ability to work in a cross-cultural environment and awareness of working conditions of Ministries of Health in Low and Middle-Income countries. Experience working in the field of health information systems, health measurement, health statistics. Experience of and an understanding of field work and the ways in which ministries of health work.

 

Use of Language Skills

Essential

Intermediate knowledge of English.   

Desirable

Expert knowledge of English. Intermediate knowledge of French.
