Project Overview and Role:

The Digital
Solutions and Transformation Portfolio within the Data Informatics and
Analytical Solutions (DIAS) Community of Practice is seeking a Technology
Advisor to drive the technical strategy on an upcoming global project to
support USAID’s Digital Strategy and Implementation. The goal of the project is meant to increase
adoption and support implementation across the Agency’s technical and regional
sectors. The DIAS Practice is a
dynamic and innovative group with talented and passionate members, working
together to strengthen and harness digital and data ecosystems to accelerate
development investments and outcomes and create positive impact. 

The Technology Advisor is a “jack of all trades” technologist with a passion
for and wide-ranging experience and expertise in the application of diverse technologies
within the development context. The Technology Advisor will provide technical leadership to the project strategy and
implementation of project buy-in activities on the use of technology and
provide technical input on knowledge products. The Technology Advisor should have
a broad understanding of the context in which the program’s activities will be
implemented, considering contextually appropriate, responsible, and inclusive
technology strategies.

This is a full-time position based in
Washington, DC and is contingent upon award.

 Primary Duties and Responsibilities: 

  • Provide technical leadership on the activity, buy-ins, and to USAID on emerging technologies, digitalization, connectivity, cybersecurity and technology policy and strategy.
  • Incubate and research new innovations and trends in the responsible, secure and inclusive use of technologies to solve development challenges and promote economic growth.
  • Develop technical guidance and other knowledge products for USAID, governments and development practitioners on the use of specific emerging technologies to ensure open, secure and inclusive digital ecosystems
  • Provide advisory on the strategy, implementation and analysis of country Digital Ecosystem Assessments (DECAs), in addition to other strategy and enabling environment activities that support USAID and host-country governments to strengthen digital ecosystems.
  • Lead the design and delivery of capacity building and training activities to USAID staff including Digital Development
  • Advisors, in order to promote the responsible integration of technology within USAID’s program cycle
  • Cultivate strategic relationships with diverse set of stakeholders across government, the private sector, civil society, media and international donors.
  • Oversee the technical contributions of subcontractors and vendors, assuring quality on specific buy-in scopes

Required Qualifications:

  • Must have at a minimum of ten (10) years of experience applying technology, strengthening cybersecurity and/or promoting digitalization within the development field; formal training and/or certification in cybersecurity preferred
  • Must have excellent communication and relationship-building skills, including a proven ability to communicate complex technical concepts to non-technical audiences including stakeholders within the international development field and governments.
  • Experience working with a wide range of global stakeholders across multiple sectors to develop partnerships in service of strengthening digital capacities and ecosystems
  • Proven upholding global digital development principles such as the Principles for Digital Development with experience developing and packaging additional standardized tools and resources to apply best practices and principles.
  • Experience with technologies that support secure and open access (telecommunications, last-mile connectivity, and cybersecurity).
  • Experience with technologies that facilitate transactions (digital financial services, e-commerce),
  • Experience with technologies that produce analytical insights (advanced analytics, AI, ML)
  • Excellent written and spoken English and ability to communicate across technical disciplines and non-technical audience required
  • Professional fluency in additional languages preferred (e.g. French, Spanish, Portuguese)
