This Opportunity:
The Technical Lead – TVET Promotion is a full-time position for an upcoming award being solicited through USAID/West Bank and Gaza to help TVET programs and institutions be more responsive to market needs and effectively address key labor demands. The Activity will meet labor market demands and provide Palestinians with meaningful, well paying employment opportunities. The Activity will start new technical training programs or improve the quality and relevancy of technical programs, with a particular focus on increasing and improving youth access to TVET institutions. These programs should help youth become more employable and find employment opportunities in technical areas that will be in increasing demand in the near and far future. This position will be based in West Bank or Gaza and is contingent upon contract award to Palladium.
Reporting and Supervision:
Technical Lead will Report to Chief of Party
Primary Duties and Responsibilities:
Provide technical leadership and oversight for Component 3 activities. Component 3 will focus on promoting inclusive access to and enrolment in TVETs
Design, develop, and implement innovative awareness campaigns with the aim of attracting youth to TVET and demonstrating the employment opportunities that TVET offers
Design and implement activities to promote the available opportunities for females in TVETs and the importance of their active participation in the labor force
Develop and design sustainable mechanisms to enable TVETs to continue reaching out to youth and their families through awareness campaigns after the program closes
Lead and manage technical staff and partner organizations implementing Component 3 activities
Ensure interventions reflect high technical quality and international best practices
Direct and coordinates technical team to ensure that project goals and objectives are met
Responsible for sustainability of program activities
Ensure strong collaboration with other donor activities, private sector, and other implementing partners
Support the development and review of project work plans and reports
Key Competencies Required:
Experience engaging with youth, communities and educational institutions in West Bank and Gaza
Demonstrated understanding of the social and economic factors that affect TVET enrolment
Demonstrated creativity and willingness to test new innovative approaches
Demonstrated knowledge and expertise in implementation of projects with a focus on youth engagement and workforce development
Strong leadership and communication skills
Demonstrated ability to be flexible and respond to emerging opportunities and overcome barriers
Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe
Fluent writing, reporting, and presentational skills in English
Competencies Preferred:
Demonstrated knowledge and experience with USAID
Demonstrated experience in female empowerment and disability inclusion
