This Proposal
Opportunity:

The position will be on the upcoming Pakistan
Climate Resilient Water Governance Activity, a four-year USAID-funded
activity to promote participatory water governance and management systems in
Pakistan to mitigate extreme weather events exacerbated by climate change. The
Deputy Chief of Party (DCOP) will support the COP in building and managing
relationships with USAID, key stakeholders, the Government of Pakistan, local
organizations, and partners in support of activity goals. The DCOP will support
and lead technical teams on achieving overall project objectives in accordance
with annual work plans and targets.

This position is contingent upon program award
and USAID approval.

Reporting and Supervision:

This position will report to and assist the Chief of Party (COP) in
developing and refining the technical approach, managing technical teams and
key stakeholder relationships, and overseeing day-to-day implementation of
project activities.  

Primary Duties and
Responsibilities:

  • Support the Chief of Party in leading all technical aspects of the activity, including strategy; modalities of delivery and implementation; monitoring, evaluation, and learning; and oversight of any field activities.
  • Support the Chief of Party in representation of Palladium and the activity with USAID, public and private stakeholders, and other donors.
  • Ensure all project activities and contractual deliverables and reporting requirements are met and in compliance with contractual requirements, USG regulations, and Palladium policies and requirements.
  • Ensure all project deliverables meet standards of excellence and USAID requirements.
  • Perform other related duties and responsibilities as assigned by the COP.

Key Competencies
Required:

  • Degree in climate change studies/science, environmental science/policy, water resources management, economics, international development, or other closely related field relevant to the role; master’s/advanced degree preferred. 
  • At least 6-8 years of relevant program management experience implementing water governance, climate resilient/climate action projects in Pakistan or similar environment/context. 
  • At least 5 years of progressive, senior management experience on large-scale, donor-funded projects by USAID or other donor agencies. Familiarity with the policies, procedures, and reporting requirements of USAID or other donor agencies preferred.
  • In-depth knowledge of Pakistan’s water governance and agriculture policy landscape and/or broad technical knowledge in climate resilience and adaptation; integrated water resource planning; feasibility studies for sustainable water management; equitable water service delivery; market-oriented water management systems; urban flooding; flood water management.
  • Demonstrated ability to develop collaborative working partnerships with a wide variety of stakeholders, including federal, provincial, and local government, the donor community, private sector, civil society, and academia.   
  • Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships and motivate subordinates.  
  • Excellent verbal and written communication skills in English and Urdu are required. Proficiency in Pashto preferred.
