Project Overview and Role:

Palladium is seeking to
recruit a mid-to-senior level professional for the role of Technical Advisor,
Health Economics and Analytics, to provide support in the implementation of various
project activities for USAID-funded projects including the Health Policy Plus
project (HP+) as well as other global and bilateral health projects, as needs
arise. Highly qualified applicants with exceptional experience may be
considered for a more senior position. The Technical Advisor, Health Economics
and Analytics, will provide content knowledge, technical assistance,
consultation, and support for the development and execution of quantitative and
qualitative health policy analyses, as well as community health, human
resources for health, supply chain, and other health system component
assessments. Methodologies that may be required include quantitative assessment
and modeling, cost-effectiveness studies, unit costing, health budget and
expenditure surveys, and analyses for scaling up community-based and
social/universal health insurance programs. The Technical Advisor, Health
Economics and Analytics, will provide high-level technical assistance to HQ and
field-based staff, and write reports, and policy and technical briefs to inform
relevant audiences. The candidate will be required to propose appropriate
analytical methods and procedures for new assignments and work along with junior
staff or consultants in carrying them out. 

 Primary Duties and Responsibilities: 

The successful candidate
will be expected to:

  • Provide health systems, health finance and public health technical assistance to the program, technical staff and administrators as per project/program requirements.
  • Lead planning, development, and implementation of health policy activities, including management of staff, budget, reporting requirements, and products.
  • Use various quantitative and qualitative analysis techniques to perform health systems and/or health financing policy analyses.
  • Develop, review, and/or prepare necessary technical and program-related reports, including workplans, presentations, briefs and working papers.
  • Guide and support protocol development, research, data collection, policy formulation, training and capacity building efforts in support of project activities and deliverables.
  • Organize as needed project/program trainings, conferences, workshops, and meetings.
  • Participate, and represent the organization as needed, in outside associations, conferences, and symposia.
  • Contributes to new business development efforts, as required and appropriate
  • Perform other related duties and responsibilities as assigned.

Required Qualifications:

  • Experience in health systems analysis, health economics, health finance, and policy formulation related to developing countries, or experience in other fields related to the duties described above.
  • Understanding of health systems and health financing issues in Asian and/or African contexts.
  • Strong quantitative skills, including survey data processing and statistical analysis. Experience with statistical software such as Stata, and high level of proficiency with Excel.
  • Experience with high-level government engagement and conducting policy analyses, costing, and health economics, desired.
  • Past work experience managing USAID- or other donor-funded projects beneficial.
  • Ability to present complex information to diverse audiences. Clear and effective writing and oral communication skills, including significant experience with report development and delivering oral presentations supported by PowerPoint slides.
  • Strong interpersonal, writing, presentation, and organizational skills.
  • Demonstrated problem solving, analytic, financial, and evaluative skills.
  • Experience working internationally. Experience in sub-Saharan Africa and/or Southeast Asia is highly desirable.
  • Attention to detail and ability to perform multiple tasks and balance competing priorities effectively and efficiently often within a required timeframe.
  • Professional and mature demeanor and conduct.
  • Ability to respond and adapt quickly and independently to changing requirements and competing demands.
  • Ability and willingness to travel internationally.
