EnCompass LLC seeks a

Team Lead for an anticipated five-year Millennium Challenge Corporation (MCC) Gender and Social Inclusion (GSI) Call-Order in Lesotho. This project will support all GSI activities under MCC Lesotho’s Compact II Improving Capital Investment (ICI) Project including: Institutional Reforms, Market-Driven Irrigated Horticulture Activity (MDIH), Technical Assistance Facility to Leverage Private Investment, and others. The work will also include cross-cutting work related to social safeguards, resettlement, counter trafficking-in person, women and youth in construction, gender-based violence, and social and behavior change, and gender and inclusion-focused legal, regulatory and administrative reforms, institutional capacity strengthening, community consultations and community participation and empowerment.

The Team Lead will provide direction and leadership for the team. S/he will serve as the primary point of contact for MCC, facilitate coordination and collaboration among MCC stakeholders, partners and staff as needed, as well as provide overall and day-to-day management of contract activities, ensuring that activities meet and exceed client expectations. The Team Lead will be a highly organized, detail-oriented, proactive individual, who can effectively and efficiently coordinate multiple activities simultaneously. The Team Lead should have knowledge of MCC in Lesotho and will manage a small team of experts and consultants.

The Team Lead is expected to work from Lesotho with occasional travel around the country. This is a short-term consulting position.

Academic Qualifications

Advanced degree, preferably a Ph.D. in economics, social science, sociology, or related field.

Experience and Skills

Minimum fifteen (15) years of experience in gender and social inclusion in economic development programs, with at least 5 of these years being in sub-Saharan Africa.

Must have 5 years’ experience coordinating and managing multiple team-members in multisectoral teams, and working with donors and governments.

Commitment to and experience integrating gender and inclusive development and diversity, equity, and inclusion.

Demonstrated experience in liaising with local and national governments and strengthening the voice of the private sector in investment decision-making processes. Demonstrated experience supporting the improvement of public institutions.

Strong leadership, communication, supervision, and management skills required. Ability to work in a collaborative and appreciative work environment, and to model appreciative approaches for the team.

Demonstrated experience leading innovative approaches to empowerment through economic development and poverty reduction programs.

Experience working on at least one complex project with multiple levels of management, many contractors, diverse government and other stakeholders; experience working in multilingual settings.

Must have knowledge of and experience in Lesotho. Experience with MCC is an advantage.

Must be proficient in English including speaking, reading, and writing.
