EnCompass LLC is seeking a social media-savvy, mid-level

Talent Acquisition Specialist who is passionate about working in the international development sphere, to join our expanding team! The Talent Acquisition Specialist will provide crucial support in full life-cycle recruiting for EnCompass staff, project and proposal positions, and both partnering with the Hiring Managers and serving as a talent advisor to the Hiring Managers.

The Talent Acquisition Specialist will help the Senior Talent Acquisition Manager build and streamline the recruiting process as we grow. As the Talent Acquisition Team members are usually the public face of the company during the recruiting process, the Talent Acquisition Specialist must ensure a positive candidate experience from the initial application to the final on-boarding process. They also maintain awareness of competitor practices, industry trends and recruitment standards. The Talent Acquisition Specialist will also be responsible for searching social platforms and conducting in-person networking to identify potential candidates, and building a strong talent pipeline for our company’s current and future staffing needs, along with building and maintaining strong working relationships with the Hiring Managers, other internal clients, and external contacts.

This position will be located at the EnCompass headquarters in Rockville, MD and reports to the Senior Talent Acquisition Manager.

Due to COVID-19, and subject to situational changes, the position is expected to be fully remote through September 30, 2021. There is some flexibility for work from home days after this date. Must be legally authorized to work in the US for any employer without sponsorship.

Position Duties and Responsibilities

Essential functions include:

Be an integral member of the Talent Acquisition team, working with the team members and the Senior Talent Acquisition Manager to improve and streamline recruitment processes at EnCompass, ensuring flexibility while maintaining compliance and following best practices

Manage full life-cycle recruiting process for domestic and international vacancies

Create applicant pools and talent pipelines by posting job ads on the company website, relevant job boards, social media, and professional associations, and actively sourcing for passive candidates, as needed

Collaboratively consult with hiring managers to recommend strategies for identifying and recruiting potential candidates

Evaluate applications, review CVs/resumes, disposition unqualified applicants, shortlist qualified candidates for Hiring Manager review, complete initial recruiter screenings with candidates to establish which candidates will be interviewed

Manage the interview process for each vacancy assigned, including scheduling, following up with Hiring Managers and interviewers, as well as the candidate, collecting relevant documentation and completing reference checks for finalist

Partner with and advise the Hiring Managers, with guidance from the Senior Talent Acquisition Specialist and Senior Talent Acquisition Manager, as needed

Innovate and adapt procedures, while remaining within compliance, to solve non-routine or unique problems, understanding when to escalate to the Senior Talent Acquisition Manager

Create offer recommendations for approval, in accordance with established processes

Maintain awareness of relevant university and industry career fairs, provide advice and feedback, and organize the company’s participation, as needed

Maintain and apply knowledge of diversity, equity and inclusion best practices in recruiting

Manage the EnCompass Internship Program, with guidance from the Senior Talent Acquisition Manager

Assist in the maintenance of both the applicant tracking system (ATS) and the Consultant Database, and actively engage in efforts to expand and improve EnCompass’ Global Consultant Network

Work closely with the Senior Talent Acquisition Specialist and the Senior Talent Acquisition Manager in improving recruiting processes, procedures, and tools by actively participating in internal discussions and initiatives

Use Appreciative Inquiry approach to resolve complex situations, and determine if/when to escalate to the Senior Talent Acquisition Manager

Apply and maintain current knowledge and understanding of OFCCP compliance requirements for recruitment

Support the Business Development Team’s recruitment efforts for proposals

Coordinate staffing agency support when needed

Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events

Position Requirements


Minimum of a Bachelor’s degree and 6 years of relevant experience, with degree being in international human resource management, international development, international relations or related field

3 years of international development talent acquisition experience, particularly for US government projects including USAID and the State Department, and/or in one or more of the following practice areas such as training, evaluation, capacity building, gender, education, and global health

Experience and Skills

Prior demonstrated experience in recruiting, with at least 3 years’ experience in international development recruiting

Proficient in using professional social media

Flexible and able to adapt to the dynamic recruiting environment of international development

Ability to easily learn how to use new software and technology

Fluent in English with clear verbal and written communication and diplomacy skills

Organizational skills with unfailing attention to detail

Ability to work within tight deadlines, as needed

Demonstrated successful track record in building relationships with candidates and clients

Excellent problem-solving skills and ability to work effectively with diverse teams and tasks

Strong experience with applicant tracking systems and consultant databases

High level of proficiency with Microsoft Office applications and databases

Experience with diversity, equity and inclusion in recruiting is preferred

AIRS recruiter certification preferred

Passive candidate sourcing experience preferred

Knowledge of recruitment compliance guidelines such as the AIDARs and OFCCP preferred

Additional language fluencies would be a plus, but not required

Prior experience using iSmartRecruit would be a plus, but not required

Ability to use an appreciative approach in client and colleague interactions, and models that approach for others
