About MDF
The Market Development Facility (MDF) is a multi-country initiative which promotes sustainable economic development, through higher incomes for women and men, in our partner countries across the Indo-Pacific.
We support partners from business and government to identify and grow commercial opportunities that are profitable, scalable and deliver social and of environmental value.
MDF is funded by the Australian Department of Foreign Affairs (DFAT) and co-funded by the New Zealand Ministry of Foreign Affairs and Trade (MFAT) in Samoa, Tonga and Vanuatu. It is implemented by Palladium in partnership with Swisscontact.
About the Opportunity
We are seeking a dynamic Talent Acquisition/HR Specialist to proactively lead recruitment across MDF’s operations in Timor-Leste, Sri Lanka, Fiji, Samoa, Vanuatu, and Tonga. This role involves close collaboration with the MDF HR Manager and Operations Managers in respective countries, to coordinate comprehensive HR service delivery with primary focus on recruitment, onboarding and learning and development.
- Coordinate and proactively lead full-cycle recruitment processes for local and international hires, including talent sourcing, screening, and selection across the Facility.
- Develop and maintain recruitment tracking systems and talent sourcing strategies.
- Oversee the onboarding process, ensuring a seamless transition and integration of new hires.
- Support the coordination and implementation of learning and development programs across multiple locations.
- Prepare and maintain recruitment metrics and HR reporting as required.

Requirements
We are seeking an experienced recruiter who will bring:
- Proven experience in talent sourcing and HR coordination across multiple countries, preferably across the Pacific region.
- Expertise in full-cycle recruiting, using advanced interview techniques and proactive candidate sourcing.
- Strong project coordination skills, with an ability to prioritize effectively and meet deadlines.
- High cultural awareness and excellent communication skills suited to a diverse environment.
- Proficient in MS Office and excellent command of both verbal and written English.
