OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Emergency Preparedness & Response (EPR) Cluster is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. Within EPR, the Strategic Support Unit brings together into a single management framework all back-office functions that support the operations, governance and external relations aspects of the EPR Cluster. The operations, governance and external relations team work together and collaborate with colleagues across the EPR Cluster and beyond to contribute to the delivery of the vision/goals of the EPR Cluster.

DESCRIPTION OF DUTIES

Under the direct supervision of the Regional Emergency Director (RED) in AFRO, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:1. Lead the effective governance and operations pertaining to key EPR strategic issues and flagship projects.2. Ensure EPR stakeholders are clear on the value and impact of EPR’s work.3. Manage an effective and high-quality support team for the Regional Emergency Director (RED) and the EPR leadership team.4. Ensure there is a performance framework in place to understand how the EPR Cluster is performing against the delivery of the Cluster’s strategic objectives. This includes ensuring individual functions and sub-units evaluate and report their performance against agreed operational targets.5. Provide clear and fit-for-purpose business processes that are embedded across the EPR Cluster as well as ensure a client-base relationship management approach is in place.6. Support the EPR Cluster in accomplishing its strategic objectives by facilitating a systematic, disciplined approach to evaluation and improve the effectiveness of risk management, control and governance processes. 7. Make appropriate recommendations to the RED on enhancing sexual exploitation and abuse prevention strategies especially in emergency settings. This will include collecting analysing information on actual/potential risk factors for vulnerability to sexual exploitation and abuse and elaborating measures to address them.8. Manage the effective functioning of the WHO independent emergency preparedness and response technical advisory group for the African Region. 9. Support the assurance of a positive working environment within the Cluster, appropriate to organizational needs, and adequate support services to EPR staff. 10. Publish peer reviewed papers andop-eds focused on the management of health emergency operations, governance and external relations aspects of the EPR Cluster.11. May act as Regional Emergency Director in absence of the incumbent. 12. Perform other duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Master of Business Administration or Master’s Degree in Public Health, International Relations, Public Policy, Public Administration, Law or in a related field from a recognized institution.
Desirable: –> Incident Management System Training–> Prevention of sexual exploitation and abuse training –> Protection of human subject in research or humanitarian intervention training

Experience

Essential: At least 10 years of experience in programme management, external relations and public health and have the political instincts to manage the competing needs of the diverse group of clients.
Desirable: Relevant field experience in WHO or UN agencies or International NGOs in developing countries.

Skills

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4874 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
