SUMMARY OF ROLE
IntraHealth International is seeking a senior contracts and grants (C&G) manager to be based in the Chapel Hill, North Carolina office. The candidate selected will cultivate, establish and maintain positive working relationships with internal and external clients globally, demonstrating sensitivity to diversity for the purpose of communicating. The person will establish priorities, working independently to meet tight timelines.
This role exercises independent judgment within broadly defined policies and practices. The selected incumbent will work closely with the director and other C&G, compliance, program, human resources, accounting, and finance team members to: ensure award management support is consistent with IntraHealth policies and procedures; comply with donor and applicable legal, regulatory and compliance requirements; and model industry best practices. The individual liaises with the director and the other senior C&G manager to ensure consistency across all areas of C&G support. Development and delivery of trainings and sponsors regular community of learning sessions with field-based grant and procurement staff is necessary for this role.
The senior C&G manager supports a portfolio of projects throughout the award lifecycle -evaluating requests for proposals for compliance and, during surges, leading the budget development and pricing of cost proposals; negotiating incoming awards and drafting award briefs; drafting subawards; submitting prior approval and waiver requests; and reviewing procurements for compliance with IntraHealth policy.
The individual will supervise a team of C&G officers and managers, providing advice, guidance and timely feedback and supporting professional development. This person will also set challenging goals for themselves and others that are a stretch, but not unrealistic or impossible.
As the subject matter lead for acquisition and assistance, will also establish close working relationships with business development (BD), programs, country office financial and senior management staff.
Develop and maintain contacts with senior internal and external officials to obtain and verify information not otherwise available.
During surges, provide input on value for money and other win strategies to ensure adherence to principles of cost realism, allowability and compliance with IntraHealth and donor requirements.
Liaise with subrecipients, subcontractors and primes/funders as the primary point of contact for pre- and post-award negotiations and contract management.
Contract/Award Administration (50%)
Participate in the Business Development (BD) process, assisting with the interpretation of compliance-related requirements in application/proposal packages and reviewing and negotiating teaming agreements.
During surges, serve as the budget manager of the proposal development process, providing oversight and instruction to members of the cost team and subs to meet internal deadlines and submit cost competitive proposals.
Draft and negotiate incoming and outgoing legal agreements and modifications, ensuring risks are mitigated for IntraHealth and the inclusion of applicable funder requirements.
Prepare award briefs and participate in award kickoff meetings, communicating key compliance requirements and reviewing planned subaward and procurement activities. Update and redistribute with each incoming award modification.
Conduct pre-award surveys of subrecipients and document risk assessments and apply contractual remedies and/or ensure appropriate monitoring activities are incorporated into subrecipient monitoring plans to address areas of risk identified in risk assessment
Prepare procurement flow down provisions under newly negotiated awards and distribute to the procurement officer, senior program manager (SPM), chief of party (COP), and other field-based procurement staff. Update and redistribute, as applicable, upon execution of incoming award modifications.
Review procurement requests (consultant and service agreements, purchase orders, leases) for accuracy and compliance with IntraHealth policy and procedures and award conditions.
Seek prior approvals, waivers and requests for modifications from funders, as applicable.
Maintain and update award files and C&G data in a timely manner in finance business systems and tracking tools. Review monthly reports and certify data annually to ensure accuracy of data for accounting and audit purposes.
Compliance/Process Improvement (25%)
Maintain and apply knowledge of funder rules and regulations (including but not limited to the Uniform Guidance/2 CFR 200/45 CFR Part 75, USAID Mandatory Standard Provisions, FAR, AIDAR).
Advise and provide support and mentoring to implementation teams on C&G policies, best practices, regulations and risk management and mitigation strategies and tools.
Develop and deliver brown bags, webinars and other trainings on C&G processes procedures and funder compliance requirements in coordination with other members of the C&G team.
Sponsor and coordinate regular community of learning sessions with field grant and procurement staff.
Review pre-award surveys and prepare memoranda assigning risk rank and recommending contractual remedies, such as grant type or specific conditions, as well as appropriate monitoring activities.
Monitor the collection of annual single audit certifications and reports from subrecipients. Issue management decisions and recommend specific conditions or additional monitoring, as applicable, and in compliance with regulation.
Identify and recommend compliance, process and system solutions to the director.
Lead and manage C&G initiatives and represent C&G on other management unit initiatives, as assigned by the director.
Lead and supervise a team of C&G headquarters staff.
Consistently monitor performance and check results against established expectations.
Become involved in day to day issues that impact critical deadlines and deliverables.
Effectively manage change by clarifying roles and expectations within the context of change.
Serve as acting director when director is away for extended periods.
Undertake other related tasks as requested by supervisor
Masters’ degree in Contracts Management, Finance, Business, Law, or relevant degree and 10+ years of experience working in contract/grant management or a Bachelors’ degree in relevant field of study and 12+ years of relevant experience
Minimum of 5 years of supervisory experience is desired.
A minimum of 8 years of experience with U.S. government (i.e. USAID, CDC) funders required
Demonstrated experience reviewing, negotiating and administering donor solicitations and awards and understanding compliance concepts
Demonstrated understanding of federal compliance requirements, and evidence of experience in the design, development or enhancement of compliant policies, procedures, and training documents
Demonstrated experience with capacity building, working in teams/groups, presenting training material, and/or providing coaching and mentoring
Strong oral and written communications skills
Able to work effectively both independently and in teams (domestic and international)
Proven ability to work with all levels of office staff, internal and external clients, and with different personalities and organizations
Strong analytical and computer skills, including proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint, and experience with financial systems (familiarity with Serenic preferred)
Fluency in French and/or Spanish desired
Experience with USAID federal contracting highly desired
Proposal pricing experience desired
Familiarity with Serenic
