Project Overview and Role:
CATALYZE is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. CATALYZE will provide services to many missions and bureaus that “buy in” to tap the CATALYZE investment and pay-for-results project management expertise. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening and rationalizing supply chains, and advancing inclusive growth.

The CATALYZE “Improved Social Protection and Economic Empowerment of Women in Asia” activity will assess best practices and possible innovations, and co-design, test, and implement social protection platforms that are context-specific in two to three Asian countries. After empirical and rapid assessment of 12 countries, the Philippines has been selected for in-depth concept note development for two interventions targeting Pantawid Pamilyang Pilipino Program (4Ps) households and graduates, and workers in the tourism sector in select areas. The project seeks to engage a short-term, Manila-based consultant to assist in stakeholder mapping and engagement, including but not limited to conducting key informant interviews (KII) and focus group discussions (FGD) and data collection with potential partners, intermediaries and beneficiaries. Stakeholders of interest include 4Ps household members seeking skills training and employment, other USAID project implementers, the Department of Social Welfare and Development (DSWD), relevant Regional Development Councils (RDCs) and other government institutions, companies operating in the tourism, construction and agro-processing sectors, non-governmental organizations (NGOs) that focus on vulnerable women; companies implementing skills-building/training programs; foundations and other private investors; health providers and associations; workers associations in the specified sub-sectors; and other stakeholders as deemed relevant in collaboration with the project staff.

Primary Duties and Responsibilities:
The consultant will be engaged for 2 months from approximately May 1 to June 30 to undertake the following tasks and functions. The anticipated level of effort is up to 20 days.

Familiarize with project documents, including intervention designs and proposed applications
Prepare a short inception report that will describe the proposed methodology for the stakeholder mapping, engagement, and data collection needs, including an outline of the final report, the details of key stakeholders as identified in collaboration with project staff, and timeline of activities
Develop KII and FGD guides; develop data collection templates
Identify, contact, schedule and conduct KIIs, FGDs, and other stakeholder engagement and data collection as planned in inception report
Collate all data and prepare a first draft of the final report for review by project staff. The report will include summary documentation of all stakeholder engagement in the Annex.
Prepare final draft of final report addressing feedback from project staff.
Assist the project in other relevant tasks as determined by the activity manager. Maintain frequent communication with activity manager, including periodic updates on progress. Be available to attend conference calls with the project team in the mornings and evenings to accommodate timezones.

Required Qualifications:
Master’s degree in business administration, public policy, health, economics, finance, or a related field.
Experience with social protection issues, economic empowerment and health insurance required
Good knowledge and understanding of the 4Ps program and PhilHealth, the current status of these schemes and the challenges they face required
Extensive experience conducting key informant interviews and focus group discussions
Experience conducting literature reviews
Experience working with private health and non-health sectors, and networking with a diverse range of stakeholders in Philippines, as outlined in project overview.
Familiarity and contacts within tourism, construction, agro-processing and skill development sectors in Philippines.
Existing networks with relevant institutions within the government of Philippines, including the DSWD, RDCs and the Philippine Health Insurance Corporation
Ability to coordinate and effectively conduct meetings with key stakeholders as a representative of the CATALYZE program
Demonstrable experience supporting stakeholder engagement and other co-creation processes for USAID- or other donor-funded projects desired
Extensive knowledge and familiarity of the Philippines and the local context
Evidence of strong interpersonal and written communications skills
Oral and written fluency in English
