Position Overview and Role:
Palladium seeks a senior technical advisor service delivery to support
the Integrated Health Services and Systems portfolio. This position will focus
on business development and project management. Business development tasks will
include, developing partner relationships, helping to identify key staff,
analyzing solicitation documents (RFPs, RFA and requests for concept notes), participating
in proposal development as a writer or by providing technical input. The senior
technical advisor service delivery will also be required to act as a capture
manager, and when required conduct scoping trips. In addition, the senior techncial advisor
service delivery service delivery will oversee projects in the portfolio when needed. This position will assist country teams to
develop project strategies, approaches, and plans, implement activities, manage
risks, and monitor progress towards outlined project milestones, deliverables
and approved workplans. The senior technical advisor service delivery will also represent
Palladium by participating in technical working groups, committees and other
bodies that focus on service delivery and health systems strengthening.
Primary Duties and Responsibilities:
- Develop key institutional partnerships to support the portfolio strategy
- Identify and lead opportunities for collaborative pursuits with other business units in the Americas and building the pipeline of opportunities, leveraging existing vehicles and securing new ones
- Serve as capture manager (responsible for technical direction, teaming, staffing, and budgeting for proposals)
- Lead technical proposals serving as lead writer
- Build and maintain relationships with key personnel candidates for identified opportunities
- Provide overall leadership to key project areas including coordination, technical assistance and overall strategy, field implementation, operations and compliance, risk management, USG, other donor and partner relationships and results dissemination
- Serve as Project Director providing technical, operational, and financial leadership and supervision to home office and field teams to promote successful design and implementation of project activities including quality assurance and risk mitigation
- Contribute to quality knowledge management and sharing efforts; provide input and/or review of technical briefs highlighting Palladium’s work and achievements
- Perform other related duties and responsibilities as assigned
Required
Qualifications:
- Demonstrated blend of technical expertise in health service delivery and health systems strengthening
- Expertise in family planning, reproductive health, maternal and child health, infectious disease or another technical area required
- Successful track record leading capture and proposal development efforts for USAID opportunities, with a strong focus on writing winning proposals
- Demonstrated knowledge of trends in relevant technical areas, donor initiatives and programs related to health services
- Demonstrated ability to communicate clearly and concisely both orally and in writing. This includes public presentations, proposals, client reports, and contribution to publications with varied target audiences
- Demonstrated ability to build and manage working relationships with clients, partners, and technical experts
- Willingness to travel and work abroad a minimum of 4-8 weeks per year
- Prior field experience leading USAID service delivery or health systems strengthening programs preferred
- Demonstrated ability to manage, develop, and supervise department staff, multiple project teams, remote staff, and other initiatives
- Ability to solve complex technical, managerial, or operational problems and evaluation options based on relevant information, resources, well-rounded experience, and knowledge
- Fluency in French or Spanish preferred
- Ability to use the Microsoft Office Suite including Excel, Word, PowerPoint, and the Teams collaborative site
- Ability to work both independently and as part of a team
- Demonstrated leadership, business acumen, versatility, and integrity
