Senior Technical Advisor – Procurement
Senior Technical Advisor – procurement provides technical assistance on procurement management systems of the MOHFW and the directorate general offices (DGHS & DGFP).
MAIN DUTIES AND RESPONSIBILITIES
Technical Support (50%)
Provide technical assistance to reactive and establish procurement and logistics management functions of two divisions of the MOHFW for strengthening procurement and supply chain systems within the Ministry.
Provide quality hands-on technical assistance to MOHFW officials on advancing e-Government Procurement (e-GP) in DGHS and DGFP procurement systems
Work closely with the Team Lead, procurement and other relevant technical team members in the MTaPS Bangladesh Office and head office, to ensure that all technical areas of the project are integrated making the most effective and efficient use of all program resources
Maintain close liaison and coordination with senior officials in the MOHFW, DGHS, DGFP and other related departments and or organizations to ensure activities related to technical assistance are done with their active participation for building ownership.
Monitoring & Evaluation and Capacity Building (25%)
Work closely with the MTaPS Finance and Administration Manager to develop and monitor appropriate/adequate budgets to support technical activities.
Report regularly to the Team Lead, Procurement on progress/results achieved in technical work plans, and resolve any challenges faced.
Assist develop the long-term capacity building plan for GOB counterparts and other stakeholders for strengthening procurement management systems and provide support for the effective implementation of the plan.
Provide technical inputs to the development of relevant performance monitoring indicators and effectively monitor the performance of procurement component through a structured mechanism.
Provide technical inputs in the development of training strategies and plans for national and regional level logistics system implementation activities, in collaboration with relevant team members and partners.
Provide on-job training to the respective MOHFW officials and technical team members of the former PLMC (Health Services Division-HSD) and other entities including the new division (Medical Education and Family Welfare-ME&FW) within the MOHFW to build personal and institutional capacity.
Represent the MTaPS program at various technical meetings with other cooperating agencies, collaborating partners, senior government officials and/or donor agencies and participate in various working groups as required.
REQUIRED MINIMUM EDUCATION
Advanced degree in procurement, supply chain management, pharmacy, medicine, engineering, business management or related field with background in public procurement.
REQUIRED MINIMUM EXPEREINCE
supply chain management
At least 7 years of experience in providing technical assistance in procurement management or experience of managing a procurement system following PPA 2006, PPR 2008 and the IBRD/IDA guidelines.
Experience in national procurement processes in Bangladesh and experience in procurement of essential health commodities desired.
Experience and ability working with senior government officials.
Experience with USAID and other donor agencies desirable.
KNOWLEDGE AND SKILLS
Sound knowledge and understanding on Bangladesh procurement laws and rules e.g. PPA, PPR etc. and also World bank Guidelines
Strong organizational skills and ability to work in a team-oriented, culturally diverse environment.
Excellent interpersonal skills, communication skills, training experience, ability to identify and resolve policy and operational constraints.
Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint. Familiarity with Microsoft Project a plus.
English fluency required including speaking, writing, and reading; additional proficiency in Bangla and/or other Bangladeshi language a plus.
