Purpose of position:

  • Lead and support Palladium projects across the globe—principally financed by the U.S. Agency for International Development (USAID)—with private sector development/engagement, trade and investment, e-commerce, agriculture/food security, market systems development, or inclusive growth goals and objectives; and   
  • Lead and support business development efforts, including strategic capture planning, proposal development, and networking/recruitment.  

 Primary Duties and Responsibilities: 

Technical
Work

  • Lead short-term inputs and/or consultancy assignments;  
  • Lead or support the technical design, planning, and delivery of international development projects for USAID and other international donors; 
  • Monitor and quality assure Palladium’s services through short-term technical assistance as well as the technical oversight of one or more USAID-funded, Palladium-managed programs; 
  • Author technical reports, case studies, policy and program approaches on relevant topics in economic growth/private sector development in developing countries to demonstrate thought leadership; 
  • Identify, build, and maintain relationships with partners and consultants that can provide technical expertise to Palladium-managed projects; and 
  • Train and mentor others in the firm to promote and build Palladium’s technical capability. 

Business Development

  • Lead capture efforts for anticipated proposals for USAID and other prospective funders, including foundations and private sector clients; 
  • Write portions of technical proposals principally targeting USAID opportunities in the economic growth/private sector development space based on best practices applied to specific country contexts; and 
  • Manage the identification, assessment, and pursuit of new business opportunities. 

Project Management

  • Serve as Headquarters Project Director in the management and oversight of project teams, including in-country-based teams; 
  • For assigned projects, interface with clients and other project stakeholders to plan, implement, review, and report on projects as needed and requested; 
  • Lead or support project work planning, budgeting, and progress/financial reporting; and 
  • Manage partner organizations (such as subcontractors) on the contractually compliant delivery of agreed inputs and achievement of agreed outputs and outcomes. 

Key Competencies Required:

  • Excellent written and oral communication skills (in English); demonstrated effectiveness in communicating complex economic development topics to non-expert audiences; 
  • Substantial work experience in several of the following topics: enterprise growth, competitiveness/ private sector development, trade, investment, e-commerce, and/or access to finance;  
  • Substantial experience with project management involving U.S. government clients including demonstrated experience leading one or more USAID projects or cooperative agreements, including with both technical and contract/financial oversight responsibilities; 
  • Experience working in a developing country or in a project-based environment (on a topic related to developing country advancement);  
  • Experience conceptualizing and writing substantial sections of a bid proposal or project report;  
  • Financial acumen and the ability to interpret and analyze financial reports, as well as experience doing so; and 
  • Sound problem-solving and decision-making skills, as demonstrated in real-life situations and experiences; and 
  • Professional working proficiency in Spanish.
