This Opportunity:
Our Data, Informatics, and Analytical Solutions (DIAS) group of portfolios is made of three portfolios that strengthen and harness digital and data ecosystems to accelerate development investments and outcomes: 1- Information Systems, 2- Monitoring, Evaluation, Learning and Analytics and 3- Digital Solutions and Transformation.
Our Digital Solutions and Transformation (DST) team works with clients, both internal and external to Palladium, to accelerate and deliver on their missions through digitally enabled approaches and innovations. We work with clients to understand the ecosystem and operating context, advising on how to integrate appropriate and responsible digital technologies that unlock insights and facilitate effective and efficient program delivery.
The Senior Technical Advisor, Digital Solutions and Transformation will work with Palladium counterparts or external clients to support the development and implementation of global digital development projects, including activities such as program design, problem analysis, requirements gathering, landscape assessment and research, user-centered design, stakeholder engagement, and capacity building. The role of the Senior Technical Advisor, Digital Solutions and Transformation is to guide and coordinate with multidisciplinary teams who develop and deploy digital and data solutions in support of new and existing project outcomes.

The position is based in Palladium’s Washington DC or Chapel Hill, NC office
The position could entail approximately 20% of overseas travel

This person will provide technical expertise and strategy across other that aim to improve access to finance, market systems development, digital trade and commerce, democracy and confliction stabilization, humanitarian response, workforce development and education
Primary Duties and Responsibilities:
Digital Strategy and Technical Advisory:
Serve as the focal point for a select group of projects and identify, design and manage opportunities that integrate and implement digital solutions, while considering and strengthening the broader digital ecosystem. This includes leading the process of stakeholder engagement to design and implement digital solutions, strategies and approaches
Develop and deliver capacity strengthening activities that improve digital literacy and adoption, from both an individual, project and organizational perspective that equip both project initiatives and Palladium staff to deliver development in a digital world
Incubate and research new innovations and trends in the responsible, secure and inclusive use of technologies to solve development challenges, promote economic growth and mitigate the risks associated with the digital divide, data security and privacy, information integrity and digital governance
Serve as a steward and focal point for industry digital initiatives or foundational digital principles such as the Principles for Digital Development and other open-source global good software products, translating industry trends into internal learning sessions and workshops
Project Management and Implementation Leadership:
Oversee a portfolio of digital development projects and serve as Activity Manager on assigned portfolio, primarily comprised of enabling programs through digital and improving access to and use of data and digital technologies
Manage country activity teams, acting as a conduit between clients or project leadership and field implementation teams or other DIAS counterparts
Lead project work planning, resource planning, budgeting, progress and financial reporting.
Oversee partners and subcontractors responsible for developing digital or analytical products, overseeing quality
Lead communications with clients and other project stakeholders to plan, adapt, implement, review and report on projects as needed
Communicate and enforce methods and standard operating procedures (including development operations processes) to improve organizational efficiency and effectiveness
Strategy and Business Development:
Package project learnings and document successes used to inform future digital development activities through DIAS technical collaboration mechanisms for adaption within future Palladium project mechanisms and new business development opportunities
Support the design and implementation of coordination and collaboration mechanisms, including SOPs, between Palladium portfolios and communities of practices to support the inclusion of technology, data use and broader implications
Identify and pursue new business development opportunities within the DST portfolio, while serving as a digital focal point providing advisory and strategies for digital enabled projects approaches, leading both technical and financial contributions to proposals
Formulate partnerships and collaborations with organizations and networks for strategic growth including representing Palladium to governments, donors, partners and other stakeholders, through thought leadership at international meetings, ministry-level events, technical working groups, one-on-one meetings and communities of practice
Key Competencies Required:
Strong understanding of global development priorities and challenges, including experience within governance, market systems, access to finance, trade, health, humanitarian response or social protection programs in a developing country contexts
Experience leading digital development initiatives across multiple sectors, including experience developing digital strategies, digital and data governance activities and implementing digital solutions meeting the needs of various stakeholders at multiple levels (individuals, organizations, governments, etc.)
Experience designing, testing, and implementing digital products, including mobile applications, transactional systems, business intelligence implementations, management information systems, and interoperability solutions
Excellent communication skills with the ability to translate complex technical concepts into easy-to-understand considerations in order to support the clients, project teams and technical teams in applying solutions that meet the specified requirements and are appropriate given the implementing environment
Experience formulating strategic and tactical partnerships, including managing technology partners, vendors and other subcontractors to deliver digital products or technical advisory services
Experience managing a team of individuals and projects, with preferred experience in matrixed management environments and change management strategies
Knowledge of and experience applying the Principles for Digital Development and adapting/implementing global good software products
Ability to work in a dynamic and agile environment with changing requirements and priorities
Demonstrated ability to work effectively with team members and clients of different cultures, genders, and hierarchical levels
Strong project management skills and experience using digital tools to manage projects such as Microsoft Teams, Planner, and the Atlassian suite of tools
