EnCompass LLC is seeking a

Senior Learning Specialist

(Fixed-term) to join our Global Health Professional and Organizational Development II Program (GHPOD II) team. GHPOD is a USAID project implemented by EnCompass through its office in Washington, DC.

The Senior Learning Specialist will design, develop, deliver and evaluate learning activities and events that foster continuous improvement and innovation in professional and organizational development. Emphasis is on behavior change and soft skills development, as well as an ability to integrate learning into the broader issues of individual and organizational performance.

This position is based at EnCompass office in Washington, DC.

This position is funded to the end-of-February 2022 at which time the offer will be re-evaluated.

NOTE: This position is expected to be remote until at least end-of-February 2022 due to COVID-19.

Position Duties and Responsibilities

Essential functions: Technical

Bring leading-edge thinking, methodologies and approaches to a range of EnCompass training, learning and leadership development programs

Develop blended learning courses and speaks knowledgably with clients about the value of blended learning

Design curricula for face-to-face or virtual learning sessions using creative, innovative and evidence-based approaches; develops course content for e-learning programs

Develop dynamic, experiential learning session designs, including macro designs based on client content, micro designs and training scripts

Conduct needs assessments to determine the most effective learning activities and curriculum designs that align with organizational goals, strategies, and competencies

Conduct training sessions in face-to-face workshops or virtual learning platforms

Design and facilitate virtual sessions (webinars)

Facilitate group process, strategy or work process sessions

Work with subject-matter experts to develop learning programs


Manage contracts, including engagement with clients, prime contractors, and subcontractors

Manage teams of staff, consultants, and prime and sub-contractors

Manage budgets to ensure quality performance and fiscal responsibility

Recruit and supervise staff; recruits and manages consultants

Serve as a resource to Business Development teams by contributing to proposal development processes to include developing LOE estimates and writing technical approaches, as needed

Position Requirements


Minimum of a Bachelor’s degree and eight years’ experience; or a Master’s degree and six years’ experience; or a PhD and four years’ experience. Degree in Education, Curriculum Design, Organizational Development, Communications, Instructional Design, International Development or other related fields.

Experience and Skills

Minimum of 6 years’ experience in designing and facilitating interactive learning experiences and designing curricula based on experiential, adult-centered learning, and using blended learning and innovative technologies

Experience in field of international development, working in cross-cultural environments

Knowledge of the principles of learning including adult learning, learning styles, participatory methods, instructional design, Appreciative Inquiry, whole systems design, e-learning and related topics

Demonstrated ability to manage multiple contracts simultaneously and deliver quality, client-focused results on time and within budget

Demonstrated experience managing and supervising consultants, staff, and teams

Capability to identify, develop, and maintain a strong network of consultants

Strong planning, organization, and strategic thinking skills

Ability to work effectively across cultures and excel in multi-cultural environments

Ability to build effective working relations with clients and colleagues; strong interpersonal skills

Exceptional communication (verbal and written) and presentation skills with a dynamic, engaging facilitation style

Flexibility and ability to travel internationally or domestically for varying lengths of time

Skilled in word processing, spreadsheets (Excel), and web-based programs

Past experience working with United Nations agencies, USAID, and other international organizations preferred

Ability to develop learning videos and e-tools a plus

Fluency in language(s) other than English and experience working or living overseas preferred
