Purpose of Position:
This Senior Associate position sits within the Americas’ Commercial Pricing Team that supports cost proposal development for U.S. government and other institutional and commercial clients but will be available to support a wide variety of other management and strategic initiatives. In line with Palladium’s spirit of agility, this position will work closely with other team members to build skills, competencies, and best practices in business development and project management.
Primary Duties and Responsibilities:
General responsibilities include, but are not limited to:
- Assume proposal team role of lead pricer, with a primary focus on accountability for high value/complexity bids, responsible for completing entire commercial proposal for all major clients;
- Obtain and analyze pricing inputs (labor, management and operational strategy, procurement, subcontractor inputs, etc.) from technical teams, identify and communicate risks or issues, and formulate and propose commercially viable strategies;
- Conduct desk research and analysis on US Government and other donor regulation policies including (but not limited to) Federal Acquisition Regulation (FAR), Agency for International Development Acquisition;
- Conduct market cost analysis and research;
- Manage subrecipients/subcontractors as a part of the cost proposal process and perform activities including providing budget assumptions and guidance, taking the lead in negotiating budgets, developing required budget templates, and ensuring final submissions conform to donor requirements. Provide cost guidelines, standards and templates;
- Update internal templates in accordance with individualized project requirements and institutional needs;
- Ensure quality control and compliance of commercial proposal development (reviewing and editing cost/price models, narratives, and supporting/background documentation);
- Provide cross-cutting, flexible support to a wide variety of tasks related to business development, project management, change management, and continuous improvement;
- Assignments may include proposal coordination/management, project startup or closeout, training and facilitation, budget/financial/data analysis, subcontract management, knowledge management, and general quality control and assurance;
- Support, coach, and mentor staff on the Agile Team, and in other departments that provide input to, or lead pricing, business development, and/or project management activities; and,
- Perform other tasks that may be assigned as necessary, based on ongoing business and resource needs;
Reporting requirements:
The role reports to the Senior Manager, Commercial Pricing. Reporting requirements include:
- Attendance at all team meetings as required
- Regular updates with your line manager and assignment managers
- A monthly update on the status of KRAs, as well as any other important areas of concern
Relationships:
- The role will be required to liaise closely with finance, business development, contracts and compliance, project management, and senior management.
- The role is also expected to provide strategic advice to Commercial Pricing and Project Managers and Directors.
Authority levels:
- Analyze and make sound recommendations to management
- Contribute to process improvement through innovative and cost- effective proposals/ideas/suggestions
Required Qualifications:
- Experience responding to cost and business proposal requirements for U.S. government and other institutional and commercial clients
- Basic proficiency in budgeting, commercial pricing, cost recovery, financial modelling, fee analysis and strategy, and analytics
- Meticulous attention to detail and accuracy
- Exceptional planning, organization, and time management skills. Ability perform and prioritize under tight deadlines and shifting priorities
- Ability to effectively communicate with internal and external stakeholders and produce high quality written content
- High standard of written and verbal communication skills
- Excellent skills in Microsoft Office
- Excelllent skills in Excel, with strong preference for ability to create complex macros, build automation, logic statements, and understanding of “user experience” concept
- Strong inter-personal skills and the ability to balance multiple projects and deadlines
- Experience leading and delivering capacity building, knowledge management, and strategic planning activities
