Chemonics is seeking a Recruitment Manager for the Operations, Finance, and Compliance (OFC) division in support of the USAID Global Health Supply Office. The Recruitment Manger plays a central role in leading recruitment and networking efforts. The Manager provides a high level of staffing services to OFC including planning, sourcing, applicant tracking management, assessing, selection, metrics, and reporting. This role works to ensure recruitment and selection requirements comply with the Office of Federal Contractor Compliance Programs (OFCCP) and other relevant federal and local agencies and donors. The Recrutiment Manager advances Chemonics brand across numerous markets and professional communities while guiding hiring managers and candidates through the selection process. The Manager reports to the Senior Manager/ Recruitment Business Partner. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include:
Screens and vets candidates to include salary negotiations serving as subject matter expert and point of contact.
Oversees the creation and management of GHSC-PSM requisitions, including sourcing, screening, and interviewing qualified candidates.
Works in partnership with hiring managers to determine hiring needs, candidate matches and demands of positions.
Recommends strategies to streamline systems for effectiveness and efficiency in recruitment processes.
Implements recruitment best practices, ensuring we are capturing the best qualified candidates and keeping in line with industry trends.
Works in conjunction with new business teams and proposal teams on implementing consistent tracking and maintaining of key applicant information and notes through the consultant database and other mechanisms.
Works in conjunction with new business staff to understand and better respond to clients’ needs, continually promoting outstanding client service.
Proactively recruits qualified professionals through many different sources including referrals, direct contact recruiting, job boards, Internet mining, and networking events.
Performs day-to-day recruitment support activities consistent with understanding rules for applicant tracking, OFCCP rules and regulations, and Chemonics operating policies and procedures.
Promotes staff development through coaching, mentoring, and facilitating professional growth opportunities.
Supervises, develops, and evaluates assigned staff.
Ensures staff receive regular constructive performance feedback, prompt resolution of problems, and the time and opportunity to grow professionally.
Maintains knowledge in own discipline and begins to expand versatility in international development work by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies and Chemonics’ practice networks.
Contributes to technical practice and/or working group of relevance to areas of interest and/or procurement and supply chain management; shares information and best practices learned with the program and the company.

Minimum 3 years of recruitment or relevant work experience.
Bachelor’s degree required; Master’s degree preferred.
Knowledge of USAID and its operations preferred.
Experience living or working in developing countries preferred.
Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments.
Demonstrated ability to effectively conduct recruitment activities including but not limited to ad placements, screening, interviewing, reference and background checks, and salary offers and negotiations
Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings.
Strong knowledge of MS Office applications.
Ability to work both independently and as part of a team.
Demonstrated integrity, independent thinking, judgment, and respect for others.
Supervisory experience preferred.Bachelor’s degree in supply chain management, logistics, or a related field.
