Position Overview
The Indefinite Delivery/Indefinite Quantity (IDIQ) Director for the In-Country Logistics project will be responsible for the administration and management of the IDIQ and will serve as USAID’s main point of contact. This includes but is not limited to ensuring that the commodities (pharmaceuticals and medical supplies) are cleared, stored, and delivered to end-users in a timely manner meeting all the USG and recipient requirements. In addition to that, the IDIQ Director is responsible for ensuring that the project meets all off its deliverables in a timely manner, taking the lead in client communication and interaction; this includes all USG partners. Facilitating partnership management so that partner contributions are meeting the needs of the project in a coordinated and efficient manner. The IDIQ Director is responsible for overseeing global and project coordination, so the project is effectively coordinating with other GHSC activities and other relevant stakeholders. The IDIQ Director will also manage project staff by providing direct supervision to senior project leadership.

Roles and Responsibilities
•Provide overall leadership and management of all aspects of the IDIQ and subsequent task orders, ensuring quality and timeliness of all deliverables.
•Serves as the main interface between the project and USG stakeholders and Palladium senior management.
•Assume responsibility for partner management ensuring that partners are fully engaged and participate in the project.
•Serve as the liaison between companion USAID project teams to ensure coordination and collaboration with other relevant GHSC activities.
•Responsible for overseeing project budget and finances including financial performance reporting, budget projections and project spending.
•Responsible for ensuring compliance with all USG rules and regulations.
•Represent the project at relevant client meetings, conferences, working groups, and seminars.
•Prepare analyses, recommendations, briefing notes, white papers, and assessments for internal and client use.
•Perform other related duties and responsibilities as assigned.
Position Requirements
•At least 10 years’ experience in international development working with donors (including USAID) is required.
•A minimum of 10 years’ experience as a project director or in a senior leadership position of a project that is implemented on a multi-country or global scale that required the assembling, managing, and supervising complex teams. 5 years’ experience with global health (supply chain management, procurement, warehousing or logistics) programs strongly preferred.
•Demonstrated knowledge of supply chain and 3PL logistics, including experience with LMIS, WMIS, TMIS, and control tower software.
•Knowledge of USG procurement regulations.
•Demonstrated experience coordinating and collaborating with stakeholders including government agencies, host country governments and counterparts, and international donor agencies.
•Demonstrated ability to manage multidisciplinary teams of professionals located throughout the globe.
•Prior experience developing strategic plans, workplans, and/or activity plans for large supply chain programs.
•Ability to communicate effectively and high comfort level writing and presenting data and information in a compelling way to difference audiences.
•Excellent written and spoken English and ability to communicate across technical disciplines and non-technical audience required.
Education Requirement
•Master’s degree in global public health, business, supply chain management, public administration, healthcare administration, or a related field.
