Project Overview and Role:

Seeking a Project
Director for a potential upcoming global project focusing on resource
mobilization, alignment, and optimization for HIV/AIDS in low- and
middle-income countries. The Project Director must have the leadership, depth,
and breadth of technical expertise and experience, professional reputation,
supervisory and program management experience that demonstrate her or his
ability to be a global thought leader in this field, as well as ensure that the
diverse global project fulfills its goals and objectives. This is a full-time
position based in Washington, DC. To enable adequate managerial oversight of
the project, it is envisioned that the Project Director’s international travel
will be limited to 15-25%. The Project Director will report to the VP, Health.

 Primary Duties and Responsibilities: 

  • Direct the project’s strategic vision, design, and implementation with the aim of advancing the project purpose, objectives, and guiding principles.
  • Lead development of annual workplans for timely submission to and approval by the client and ensure that agreed activities and targets are fully accomplished, meet expected technical and management quality standards, and are delivered on schedule and on budget.
  • Serve as primary point of contact for the client/donor and ensure communications flow smoothly.
  • Oversee a team of senior technical and program management staff and facilitate strong communication and coordination with and between all team members.
  • Provide oversight of project subcontractors/subawardees, ensure quality and timeliness of deliverables, and facilitate regular communication among implementing partners to encourage maximum participation in the project.
  • Develop, manage, and maintain strategic partnerships with USAID, other U.S. government agencies and projects, host-country governments and counterparts, international donors, multilateral organizations, and civil society and private sector partners in developing countries.
  • Identify opportunities and negotiate partnership programs to leverage synergistic donor, governmental, and organizational resources.
  • Foster innovation and effective approaches in key technical domains, especially resource mobilization, alignment, and optimization across donors, public and private sectors; global and in-country financing mechanisms and financial protection; leadership and governance for the health sector; private sector engagement; value-based health care system and other areas.
  • Represent the project and U.S. government interests in advancing priority initiatives (e.g., sustainable financing, private sector engagement, financial protection etc.) through global, regional, national, and local forums, consultations, conferences, and technical working groups.
  • Promote sustainability of project aims and activities through engendering ownership by host countries and building capacity of host-country individuals, institutions, and systems.
  • Facilitate proactive technical and programmatic monitoring, evaluation, learning, and adaptation across all levels of the project to mitigate risks to the program and refine program focus to apply lessons learned, respond to emerging needs, and take advantage of new opportunities.
  • Ensure effective internal systems for program delivery; results tracking and reporting; staff recruitment, mobilization, and retention; and contracting and financial management to rapidly, efficiently respond to dynamic program needs.
    Develop and oversee a system for the identification and dissemination of good practices and lessons learned from project implementation.


Required Qualifications:

  • At least 15 years of experience designing, implementing, and managing complex public health projects in/for developing countries or countries in transition, of which at least eight years has been spent addressing health policy, finance, and governance; evidence-based policy development, implementation science, and/or related issues.
  • Demonstrated in-depth knowledge of developing country policy environments, with a strong focus on sustainability of the HIV/AIDS response.
  • Demonstrated expertise in development and execution of economic analyses, health finance policy analyses, costing assessments, cost-effectiveness studies, unit costing of health interventions, expenditure surveys, and feasibility or policy analyses for community-based and social health insurance programs, particularly as they relate to HIV.
  • Demonstrated experience in building partnerships to achieve mutual goals and objectives, including with U.S. government agencies, host-country governments and counterparts, international donors, multilateral organizations, and civil society and private sector partners in developing countries.
    PhD in Economics or Health Economics, or MSc with at least 8 years of experience in health economics and finance
  • Strong interpersonal, writing, and oral presentation skills in English
  • Experience with USAID (highly desirable).
  • Experience with PEPFAR priority countries (highly desirable)
  • Experience with multiple health intervention areas, with a strong grounding in HIV and tuberculosis, along with familiarity in other service areas such as maternal, newborn, and child health; reproductive health; malaria; and/or emerging infectious diseases (highly desirable).
  • Strong interpersonal skills for effective communication and interaction within the project and to promote and position the project in the broader global health arena.
  • Strong management skills to guide all project human, technical, and financial resources.
  • Fluency/proficiency in a second language of relevance to a developing country context (highly desirable).
