OBJECTIVES OF THE PROGRAMME

The office of the Regional Director (RDO) has the overall responsibility for planning, execution and evaluation of WHO health programmes at the regional level as well as for the direction and management of the supporting administrative services.

DESCRIPTION OF DUTIES

Under the direct supervision of the Executive Officer to the Regional Director (EO-RD), overall direction and guidance of the Regional Director, as well as day-to-day coordination with Programme and Liaison Officer to the Regional Director, the incumbent performs a variety of relatively complex administrative duties:

1.    To closely follow-up on requests/communications from the countries, based on the Regional Director’s interactions with the high dignitaries including the Ministers of Health, and report back through EO-RD to the Regional Director on actions initiated and finalized on these requests by Departments/technical units in SEARO and also at the Country Offices.
2.    Assist EO-RD in maintaining and updating the list of priority activities, as indicated by RD from time to time, to be supported both at the Regional Office and Country Offices through provision of funds from VC/CVC, including flexible and pooled source of funds, in close collaboration with Departments/Technical Units and WCOs.
3.    Provide assistance to EO-RD in updating and maintaining a close monitoring of utilization of CVC funds of different tranches during the biennium, including flexible portion of CVC funds which are directly under the authority of the Regional Director, and facilitate preparation of relevant updated statistics on the financial implementation, using relevant GSM reporting module(s).
4.    Maintain schedule of RD’s appointments, engagements and travel of RD, EO-RD and other Temporary International Professional Staff (TIPs) under RDO. Maintain and periodically update address list of RD’s visitors and other dignitaries.
5.    Contribute to the preparation of briefing reports, background notes, summaries and progress reports by providing relevant information, and preparing statistical tables. Prepare background material for Regional Director’s use in discussions and briefing sessions.
6.    Make arrangements, in coordination with the Programme and Liaison Officer to the Regional Director, for RD’s official receptions and social functions. Prepare felicitation/condolence messages, including greetings on New Year and other important occasions.
7.    Assemble briefing files for the Regional Director and EO-RD for visits to countries, Governing Body Meetings (WHA/EB, PBAC, and RC), as also for the RD’s attendance at Global Policy Group Meetings and other High Level Meetings in conformity with respective programmes/agendas, ensuring all relevant references and required data are included.
8.    Maintain RD’s personal file/updating information on senior officials in national/international cadre as per requirements, and record of VIPs calling on RD.
9.    Organize and update filing system in the RD’s office including papers/documents of a classified/confidential nature; also keep a record of the gift items procured for official use of the Regional Director.
10.    Maintain a list of RD’s speeches and those speeches delivered by others on behalf of RD, and post these in intra and internet, after properly formatting these speeches and messages. Also coordinate with ICT staff in updating the Operations Room Website which contains important information for use by Executive Management.
11.    Perform other related duties, as required.
 

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education.
Desirable: University degree will be an asset

 

Experience

Essential: At least 8  years progressive experience in secretarial/administrative positions. 
Desirable: Experience in WHO or in UN/International or similar large organization an advantage.

 

 

Skills

•    Thorough knowledge of modern office practices, procedures and operations. The incumbent keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, and WHO.
•    Ability to draft standard correspondence and prepare minutes of the meetings, etc.;
•    Ability to handle work in a timely and accurate manner with tact and discretion, as required.
•    Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the-job training and/or self-training

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,035,979 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
