NPI EXPAND Overview
The New Partnerships Initiative (NPI) Expanding Health
Partnerships—NPI EXPAND Project—is a global five-year (2019-2024) U.S. Agency
for International Development (USAID) funded project that supports
locally-driven efforts to increase the availability and utilization of
high-quality health and education services. In line with USAID’s Journey to
Self-Reliance (J2SR) framework, NPI EXPAND invests in new and underutilized
local partners (NUPs) and strengthens their capacity to strategize, plan, and
implement programs with USAID funds. Enhanced participation of capable local
organizations to increase demand for and to deliver high-quality, high impact
services will enable governments to meet crucial goals equitably and
sustainably. NPI EXPAND will also catalyze opportunities to scale up innovative
interventions by strengthening the capacity of NUPs with varying levels of
capabilities and exposure to USAID.
This
Opportunity
The NPI
EXPAND Program Manager will provide managerial, administrative and technical
support for project activities including work plan development, grant making,
budget development and monitoring, capacity strengthening with local grantees,
documentation and reporting, communications, and monitoring, evaluation, and
learning. The program manager will provide managerial and technical counsel to
staff in two to three countries: Pakistan, Brazil and Tanzania. The program manager will apply a gender lens to all country activities
in health (and education in Pakistan), ensuring that gender equity is advanced.
As necessary, the program manager will advise on Covid-19 protocols for project
staff and activities. The program manager will report to the Field Support
Director.

Primary Duties and
Responsibilities:
The primary
responsibilities of the Program Manager, NPI
EXPAND include, but are not limited to:
Provide Managerial Assistance/Oversight:
- Assist in-country team with workplan and budget development and monitoring
- Ensure in-country team is utilizing/following systems for project development and implementation
- Ensure clear communication with the client, grantees, and partners
- Assist with trouble-shooting and problem-solving on project activities
- Assist in-country team with quarterly and annual reporting, and other reports, research where necessary
Provide technical oversight:
- Ensure health
programming approaches in family planning (FP) and maternal, newborn,
child health (MNCH) reflect international and national guidance and best
practice - Ensure gender is
taken into account in all project work in technical area and that gender
equity principles are advanced - Provide technical
guidance in health and /or education to grantees and for all activities in
country - Engage in regular
monitoring calls with the Country Team Lead (CTL) and in-country project
technical staff, grantees and consultants - Identify
challenges/issues with project work and troubleshoot solutions with
in-country staff and experts - Escalate any persistent
challenges/issues as appropriate to the CTL and the project’s global staff
Oversee and provide input into grantee and project reports:
- Assist with
preparation/review of monthly, quarterly, semi-annual and annual reports
for Palladium global team and USAID - Engage in weekly
calls with the global project team and Field Support Director - Engage in biweekly
calls with the project team and USAID - Review
achievements of milestones submitted by grantees - Review and advise
on health aspects of deliverables submitted by grantees - Assist with
maintaining activity documentation for health programming (documents,
emails, workplans and drafts) in appropriate location where others can
find it
Monitoring, Learning, Reporting, and Dissemination:
- Assist with
documenting achievement of objectives and collection of data for the
monitoring and evaluation plan - Work with
in-country staff to identify promising practices, success stories, and
lessons learned to document and disseminate through print, electronic,
presentation, and other means - Co-develop (with
in-country staff and local partners) remote workshops/knowledge
dissemination events to share experiences/successes and address challenges
that may arise among local implementers - Assist/Advise CTL
and technical project staff on communication with USAID Mission as needed
on health programming issues - Assist country
staff with the development of communications products (photos/stories) as
needed with local partners to communicate activity progress and impact
Period and Location of
Performance
The position will go through September 2024. Location
for this engagement is in Washington, DC.
Key competencies
required:
- Strong experience
with USAID-funded project experience is required - Strong experience
working with civil society organizations (e.g., NGOs, CBOs, FBOs, etc.)
required - Strong experience
representing project or activity with government, donors, and other
stakeholders - Excellent report
writing and communications skills - Proficiency in
Microsoft Office tools including Word, Excel and PowerPoint.
Professional
expertise/competencies preferred:
- Strong experience
managing international health or education project activities required;
providing technical assistance in FP/MNCH and/or education is preferred. - Experience
supporting projects in Brazil, Pakistan, and/or Tanzania preferred - Swahili,
Portuguese, or another language preferred - Understanding of
gender barriers and facilitators in health programming preferred - Experience with
monitoring, evaluation, and learning activities preferred
