Panagora Group seeks a full-time Program Director to support the non-direct hire staffing support services USAID Inclusive Development Hub (ID) Institutional Support Contract with the Bureau for Development, Democracy, and Innovation (DDI) (USAID/DDI/ID Hub) and its Missions overseas. The Project Director will oversee the recruitment, hiring, and maintain contracted technical, advisory, professional, operational, and administrative support staff to accomplish DDI/ID Hub Washington and DDI/ID Hub Missions and Agency priorities.

This position is contingent upon award.

The Program Director will:

Lead a team of professionals who provide technical assistance in designing, planning, implementing, monitoring, and evaluating across all ID Hub technical areas (shown above in areas of expertise).

Provide strategic oversight and track the ID Hub’s budget and financial transactions across all program areas. Maintain up-to-date, multi-year budget planning and programmatic documentation for Congressionally-mandated funds and programs.

Oversee day-to-day management of the contract, and coordinate the activities and deliverables under this contract.

Actively coach and mentor staff under this contract.

Ensure compliance with USAID requirements including, ADS 300, reporting, official documentation, and waivers.

Serve as the primary point of contact for the USAID COR on all matters of the contract.

Understand USAID systems and processes.

Requirements

Masters degree in International Development, Human Resources, or related fields such as Organizational Development or Business Administration.

The Program Director must be an upper-level management official with at least 10 years of experience in program management.

Must have extensive knowledge of the USAID program and budget cycle.

Strong understanding and knowledge of at least one of the technical areas covered by the ID Hub : 1) Inclusive Development; 2) Children in Adversity; 3) Youth; 4) Disability Rights and Inclusion; 5) Rehabilitation; 6) Assistive Technology; 7) Mental Health and Psychosocial Support; 8) Indigenous Peoples rights and inclusion; 9) LGBTQI+ rights and inclusion.

The Program Director must have a sufficient understanding of all ID Hub technical areas to closely monitor the technical work, assure quality control, and facilitate technical coordination across the technical experts working under this contract.

Experience designing, planning, implementing, monitoring, evaluating, coordinating, and reporting on USAID-funded activities.

The Program Director is required to be on-site with USAID/DDI.

Currently holds a SECRET security clearance or can obtain a SECRET clearance.

Level of Effort: This is a full-time position based in Washington, DC.
