USAID Next Generation Global Health Supply Chain (NextGen GHSC) has an overarching goal to support countries to build resilient and sustainable supply chains which deliver high quality, lifesaving pharmaceuticals and medical supplies to support the highest possible level of health and quality of life for all its citizens. The expected suite of programs will work to improve the capacity of global supply chains and enhance the ability of in-county supply chains to support end-user delivery. Within this global initiative, the

Control Tower Platform will provide visibility of commodities procured through multiple NextGen GHSC suit of programs: Procurement Service Agent (PSA HIV), Procurement Service Agent Diagnostics, Procurement Service Agent Malaria, and Procurement Service Agent Family Planning and Reproductive Health, Maternal and Child Health and Nutrition, and Other Health Element procurements, as they move through the procurement and delivery cycle. This program will track orders and manage performance of their individual program supply chains within this common platform with separate security access and control given to users.

Operations Directo r to provide leadership, vision, direction, and structure to the operations team for the

USAID NextGen GHSC Control Tower Platform. The Operations Director will provide essential support to the Chief of Party and to other Control Tower Platform Directors in all matters related to project management, strategy, technical capacity, and business applications needed to support day to day operations to guide Control Tower activities at all levels and advance USAID’s priorities. The Operations Director will collaborate with other members of the Control Tower Platform to produce high quality reports and documents for various target audiences.

Develop, implement and maintain the overarching governance framework, incorporating policies, procedures, systems, structures and tools for all Control Tower Platform supply chain operations related activities.

Responsible for operational functions including budgeting, financial management, performance management and reporting, talent management, staffing and resourcing, and internal communications.

Coordinate with NextGen GHSC suit e of programs operational and financial compliance.

Develop and submit accurate, timely and complete reports on the operating condition of the Control Tower Platform to the Chief of Party.

Lead all aspects of human resource management including recruitment, onboarding, benefits and compensation, and other services for employees .

Oversee resolution of staff issues efficiently, satisfactorily, and judiciously.

Perform other activities and responsibilities as assigned by t he Chief of Party.

Bachelor’s degree in Business Administration or relevant field required; MSc/MBA preferred;

Minimum eight years of relevant work experience in company operations and/or in project management role;

Experience with business functions such as HR, recruiting, finance, budgeting etc.

Experience in contract management and tracking deliverables under contracts;

Knowledge of supply chain functions, ideally in a healthcare setting;

Problem solving and analytical skills to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and to make recommendations;

Familiarity with USAID program requirements (FAR, AIDAR) and proposal development in U.S. Government or other donor-funded projects;

Excellent writing, organizational and personal communication skills; and

English fluency required, a second language is highly desirable.
