Background
and Project Description

The MOMENTUM Tiyeni Project is U.S. Agency for
International Development (USAID) funded, five-year project designed to
strengthen health systems and quality service delivery in maternal, newborn,
child health (MNCH), and family planning and reproductive health (FP/RH). The
project is being implemented by Palladium and its consortium partners, namely
Save the Children, Pakachere, Evangelical Association of Malawi, Parent and
Child Health Initiative, and Family Planning Association of Malawi.

The project is working with the Ministry of Health
(MOH) departments at national level, District Health Management Teams (DHMTs)
as well as implementing partners to build capacity of public and private
institutions, local organizations, and providers to improve and sustain access
to and use of evidence-based, quality health services focusing on MNCH, FP/RH,
malaria in pregnancy (MIP), nutrition, water, sanitation, and hygiene (WASH),
COVID and cholera.

The goal of MOMENTUM Tiyeni is to reduce maternal,
child, and neonatal mortality by employing a multisectoral approach to scale up
and increase access to quality health services in seven districts of Malawi,
with an intentional focus on youth and civil engagement. The project builds on
the strong global MOMENTUM learning and adaptation theory of change to achieve
the intended results.

Primary Duties and Responsibilities: 

The MOMENTUM
Tiyeni Project is working with the Ministry of Health to scale up rollout of
the COVID 19 Vaccine Tracking System built on OpenLMIS platform to 200 health
facilities covering seven districts. On behalf of the EPI department, MOMENTUM
Tiyeni is therefore recruiting a short-term OpenLMIS Implementor consultant to
support training of providers to use the new system. The consultant role will
be to facilitate and execute all the relevant scheduled training sessions as
planned by the MOH. This will include preparation of the training database for
the upcoming training, facilitating a Training of Trainer session and support
the delivery of the end-user training. In addition, the consultant will mentor
and transfer knowledge and skills to the MOMENTUM Tiyeni and relevant MoH staff
using a hands-on approach.

Roles and responsibilities

A selected consultant
will provide technical support in the preparation and training of MoH and
district staff on the usage of the COVID-19 Vaccine Tracking system. Under the
supervision of the Digital Health Technical Advisor (DH TA), the contractor
will be responsible for the following activities:

– Provide technical assistance for the implementation of COVID-19 Vaccine Tracking System and its stakeholders and     ensure that activities are completed on time and within budget.

– Analyze the MOH COVID-19 Vaccine tracking system needs and assist in the modification of the design of                   OpenLMIS to meet the Ministry’s needs.
– Collaborate with the MOH team to review the existing ICT infrastructure at the center and the districts and support    the required improvements to ensure data security and access whilst identifying and building capacity of district         counterparts
– Assist in defining the current and future information needs of the COVID-19 Vaccine Tracking System and                    participate in improvement efforts for related MIS systems.
– Provide / arrange for technical assistance with ultimate objective of ensuring continuous availability of vaccines           and ancillary supplies at the service delivery points by improving quality of data at central and districts level
– Prepare routine project reports (weekly/ monthly) by providing analyzed quality data
– Provide technical support, training and mentorship to EPI/MOH and district level users of COVID-19 Vaccine 

– Tracking System by facilitating and participating in supervision and data review exercises
– Ensure quality of training by developing and implementing training assessment tools to evaluate the effectiveness       of training sessions and make necessary adjustments to improve training and implementation outcomes
– Provide technical support in reviewing and refining training materials and COVID-19 Vaccine Tracking system               documentation
– Perform any other COVID-19 related activities as assigned by EPI/GHSC-PSM.

The contract
is expected to be part-time, 40 working days. Contractual/professional fees
will be paid upon submission of deliverables, and approval of the same by the
MOMENTUM Tiyeni Project.

Required Qualifications:

– Advanced degree in computer science, supply chain management, public health related discipline.
– Strong knowledge and hands on experience in MIS preferable in LMIS system is a requirement.
– Minimum of five years’ experience including management of IS preferably in works funded by USAID.
– Knowledge of software development including mobile and web technologies.
– Excellent proficiency preparing PowerPoint presentations and spreadsheets.

– Proficiency in network and server management including MS Exchange will be a plus.

A proven ability to work as part of a team but self-managing of own time.

– Good interpersonal skills for building rapport with other project staff, MOH and other counterparts

– Strong analytical and problem-solving skills
