Project Overview:

The current COVID-19 pandemic exceeds the existing capacity of the Navajo Nation Department of Health and local Health Care Facilities to perform contact tracing. As a result, many people are unaware that they are a contact of a person with COVID-19. Contacts may have little to no symptoms of COVID-19 and unknowingly spread the virus in the community. To break the chain of transmission, contact tracing and isolation must be scaled-up rapidly.

The goal of the COVID Case Management Team is to contact every person with COVID-19 to notify them of their diagnosis and help them self-isolate, gather their contacts, and proceed to call every contact in Navajo Nation. Contact tracing efforts will happen in close coordination with Navajo-wide efforts to increase testing, launch mass communication, deliver home support, and offer alternative places to isolate and quarantine. The ultimate goal is to quickly control the pandemic in Navajo Nation.

Under the leadership of Navajo Nation Department of Health, we are looking to build a dedicated and passionate team of volunteers to assist sites with their contact tracing efforts across Navajo Nation. The Expanded Contact Tracing workforce will consist of “Flex teams.” Each flex team will have a Team Leader and approximately 6-10 volunteer callers. Callers on Flex Times will be responsible for asking about symptoms, immediate needs, referring contacts for testing according to established protocols, and providing contacts with instructions for quarantine.  All contact tracing staff will use the CommCare App (Dimagi Corp) to manage caller assignments, data entry, case management, and date reporting.

PIH is partnering with Brigham and Women’s Hospital (BWH) to support the Navajo Nation in its COVID-19 Case Management and contact tracing initiative. Two BWH staff have been assigned to lead Expanded Contact Tracing and the CommCare Transition within the Navajo Incident Command structure and serve as the project leads for PIH’s Navajo TA Domestic Accompaniment team.

Position Overview

This role will be both a people-manager and a technical expert supporting the project leadership team in generating actionable data and using information to drive programmatic decisions, communicate about project successes and challenges, and help adjust the program in real time for maximum impact. This individual will supervise core data support team whose primary role is to accompany the Navajo site teams (case managers and data support teams) in order to optimize the data management and reporting systems.

Description of duties:

  • Supervision: Supervise the PIH-BWH Data support team with a primary focus on data flow and application of protocols.
  • Data System Design: Work closely alongside external partners who are designing and implementing software for the contract tracing system. Provide strategic support, collate feedback, identify solutions, ensure consistency with protocols, support user testing, and help conduct direction of software design to achieve the best solution possible.
  • Data Monitoring & Utilization: Work closely with project leadership to design dashboards, create monitoring plans, and conduct routine data analyses. This will include detection of trends (e.g., geographic or demographic differences in disease spread), identify programmatic successes or challenges (e.g., gaps in contact tracing), and helping brainstorm solutions.
  • Communications & External Relations: Work with project leadership to liaise with PIH’s Communications team to provide materials, data, and other needs for external communication, including fundraising and advocacy.
  • Training: Support training and quality assurance procedures for large contract tracing team, including use of software, application of protocols, and data use and feedback.
  • Systems Integration and Team Communication: Work with relevant teams at Partners In Health and BWH including M&E, Communications, as well as external partners to ensure strong communication of vision, processes, and procedures regarding data and performance metrics for the project
  • Any other duty as assigned, noting this is a dynamic and extremely fast-moving team hiring experienced managers and implementers to help the leadership team ensure overall success.



  • Master’s degree or equivalent work in technology management, public health, information systems, or related field
  • Experience supervising teams in complex environments preferred
  • Experience in clinical medicine and/or public health preferred
  • Demonstrated experience with data management, manipulation of data sets, statistical analysis, advanced skills in Excel, PowerBI and/or other data visualization tools
  • Excellent Power Point and other information communication software skills
  • Must have access to strong and consistent Wifi, personal laptop, and personal smartphone or tablet to use for this job
  • Highly motivated and independent; ready to work in a complex, high-paced, and intense environment. This individual should be good at taking initiative and excited about tackling complex problems, working with an interdisciplinary team to execute solutions
  • Excellent communication and interpersonal skills; ability to collaborate effectively with diverse staff across organizations and locations
  • Ability to work with minimal supervision
  • Experience with Salesforce is a plus but not required
  • More than 5 years of work experience in information systems and project implementation preferred
  • Willingness to work long hours, sometimes outside of the regular business day; particularly during early months of the project
