Project Overview and Role:
The Monitoring & Evaluation
(M&E) Communications Director will oversee the development and
implementation of all MEL activities required to provide accurate and timely
data on the project’s impacts on its objectives and sub results, and to
generate lessons learned to inform subsequent design and implementation
decisions. The M&E Communications Director will coordinate the
collection, processing, and analysis of data, and the dissemination of findings
along with suggested modifications to encourage adaptive management of the
project to team members and partners.
Primary Duties and Responsibilities:
-Support the development of a MEL plan, framework, and
indicator reference sheets, against the USAID ADS system, historic data
available, work plan and international standards.
-Develop and maintain the project’s institutional memory
for MEL, including through documentation, information management, and
sharing and reporting system to USAID, HQ, and partners, including the
GoPNG.
-Develop documentation systems to ensure the
availability of traceable evidence of the project’s results and achievements.
-Support the development and management of data
collection protocols.
-Facilitate the implementation of learning activities,
subsequent action plans, and disseminating their outcomes.
-Contribute to building the capacity of the project’s
team, partners, and beneficiaries on MEL concepts, best practices, and
requirements for the project’s team.
-Support the identification and documentation of lessons
learned and best practices.
-Support fostering a learning culture based on USAID
CLA, facilitating evidence-based decision making and innovation.
-Participate in the development of work plans, and the
project’s team in planning and designing interventions to ensure they are
in line with the project’s agreement, approved work plan; and incorporating
sustainability and local ownership measures are in place.
-Develop periodic reports of project activities to the
management, USAID, and partners, including the GoPNG.
-Carry out routine Data
Quality Audits, making sure that all project documents are available, accurate
and meeting all data quality standards.
Required Qualifications:
-Degree in economics, statistics, public policy,
international development, natural resource management or related field.
-Solid understanding of USAID regulations and M&E
reporting requirements and demonstrated experience with USG and/or other
donor best practices and regulations in MEL.
-Proven experience in implementing MEL systems,
especially in the natural resources or environment sector.
-Demonstrated experience engaging both international
development, NGO and private sector communities.
-Strong communication, and interpersonal skills,
including ability to develop and communicate a common vision and foster
collaboration across an interdisciplinary team.
-Detail-oriented and deadline-driven with strong
analytical and organizational skills, and ability to work in a dynamic and
agile environment with changing requirements and priorities.
-Excellent verbal, written, and presentation skills.
-Highly self-motivated and able to work independently as
well as in team settings.
-Knowledge and understanding of utilizing geographic
information system applications (e.g., QGIS, ArcGIS) to facilitate data
analysis and interpretation.
-Demonstrated competencies designing surveys and using
survey tools.
-Demonstrated oral and written communication skills in
English.
-This position is only available to PNG residents.
