Panagora seeks an experienced MEL Specialist for an anticipated USAID/Liberia Data, Evaluation, Learning, and Technical Assistance (DELTA) activity.

This is a long-term position based in Monrovia, Liberia expected to start in early 2022.

Duties and Responsibilities

Work in close collaboration with the Monitoring Advisor and the Evaluation and Research Advisor to ensure that the DELTA related needs of USAID/Liberia are met including planning and budgeting for each assigned activity.

Support planning, design and implementation processes for monitoring and evaluation priorities under the DELTA activity.

Support the design, dissemination, implementation, and supervision of use of monitoring and evaluation methodologies for USAID/Liberia and its implementing partners.

Support data management including the collection and processing of quantitative and qualitative data.

Collaboratively develop strategies to creatively incorporate data, analytics, and data visualization into various content and product delivery.

Coordinate knowledge capturing, sharing, and strategic learning to speed performance-based adaptations and bring new innovations to the USAID Mission’s programmatic work.

In collaboration with other DELTA activity staff, plan and implement dissemination activities for sharing research results, other program assessments, and findings of monitoring and evaluation activities.

Contribute content for reports, events, success stories, and other communication products, individually or in collaboration with others.

Guarantee the quality of DELTA activity deliverables.

Other duties as assigned by the Chief of Party or designated supervisor.


A minimum of a Bachelor’s degree in economics, public policy, political science, public health, international development, or social science that emphasizes research methods. a master’s degree is preferred.

Minimum of five (5) years of experience managing monitoring, evaluation and learning activities for donor-funded mechanisms, preferably with experience on a USAID activity.

Minimum of five (5) years of experience in: applying mixed methods evaluation approaches, conducting field-based and third-party monitoring of development programming and/or conducting applied research.

Advanced knowledge of statistical analysis and software such as STATA, NVIVO, etc.

Excellent teamwork, interpersonal, verbal and written communication, presentation and facilitation skills. Ability to manage team of consultants a plus.

Strong English oral and written communication skills.

Must be a Liberian citizen.
