This Opportunity:
Palladium seeks a Monitoring, Evaluation, and Learning Lead for the anticipated USAID Moldova Rural Competitiveness Activity (RCA). The purpose of the proposed RCA is to accelerate the transformative, climate-resilient economic development of rural Moldova by further stimulating the competitiveness of key economic sectors (wine, high value agriculture, and tourism) to drive sustainable economic growth. The USAID-funded, five-year flagship activity will further integrate Moldova as a reliable EU/Western trading partner and will position Moldova as a competitive regional hub for sustainable and value-added products and services across the assisted sectors, ultimately underpinning an inclusive economic growth model for developing rural Moldova.
The Monitoring, Evaluation, and Learning Lead will be responsible for tracking and aggregating all RCA project data to support the team in evaluating the project’s progress and informing adaptive management. S/he will be based in Chisinau and will report to the Chief of Party.

Primary Duties and Responsibilities
Provide technical leadership to capture and communicate program results, as well as ensure high-quality, timely, valid, and verifiable data collection, reporting, analysis and learning.
Develop and design flexible project systems to track program progress against indicators across Objective areas.
Gather and evaluate information such as project activity outcomes, impacts, and results, and ensure that findings are accurately presented in all USAID reporting and tracking tools.
Complete regular reviews of data collection processes, performing data quality assessments, and adjust as needed.
Maintain activity monitoring, evaluation and learning plans, reports, work plans, and monthly reports, ensuring that all reports and documentation for the project’s internal management systems and for external reporting are produced according to USAID and Palladium guidelines.
Oversee the project MEL team, including M&E Specialists and other positions.
Using the Collaborating, Learning and Adapting (CLA) approach, ensure that key learnings and best practices are captured, synthesized, reported, disseminated, and used to make timely adjustments to the program.
Coordinate closely with partners and external stakeholders to build cohesive measurement and results systems.
Perform other related duties and responsibilities as assigned.
Key Competencies Required:
A least 8 years of professional work experience, including at least 5 years of relevant professional experience managing, monitoring and evaluating complex development activities.
Hands-on practical experience setting up and managing MEL systems for USAID programs and ability to coach and train others in their use.
Demonstrated expertise in designing rigorous quantitative and qualitative data collection systems and knowledge of methods for data analysis.
Thorough understanding of USAID regulations and M&E reporting requirements and demonstrated experience with USG and/or other donor best practices and regulations in MEL.
Experience in knowledge management and dissemination of research findings.
Prior experience in Eastern Europe, especially in Moldova, is preferred.
Prior experience in monitoring and evaluation in any of the following areas of expertise is preferred: high-value agriculture production, value-addition, and export; climate-smart agriculture and/or viticulture; risk reduction, adaptation, and resilience; trade facilitation; tourism sector development; investment promotion; workforce development; enabling environment and policy.
Strong interpersonal and supervision skills managing teams.
Written and oral proficiency in English; fluency in Romanian, Russian, or additional region-specific language preferred.
