Panagora Group, a small business specializing in monitoring, evaluation, and learning, global health, and international development, seeks an experienced Organizational Development and Learning Expert for an anticipated USAID/Honduras’ Monitoring & Evaluation Support for Collaborative Learning and Adapting (MESCLA 2).
This is a long-term position based in Tegucigalpa, Honduras expected to start in late 2021.
Duties and Responsibilities
Lead the development of scopes of work and designs for the evaluations and assessment requested by USAID.
Plan the organization chart of research teams and develop the terms of reference (TOR) of the consultants to be contracted.
Design the TORs for data collection firms and/or research centers to support the data requests of USAID.
Direct and/or support the design, planning, and execution of the studies developed by the MESCLA activity according to the requests made by USAID.
Supervise the MECLA 2 Monitoring and the Evaluation long-term teams.
Lead the review of all monitoring, evaluation, and research outputs and reports to ensure high quality reports based on USAID standards and guidelines.
Supervise the administrative coordination including coordination among different groups of stakeholders involved, such as implementing partners, USAID officials, among others.
Lead the coordination of learning from the other MESCLA 2 activity component teams and provide necessary inputs for data monitoring, evaluations, GIS, and CLA workshops.
Supervise the design and delivery of capacity-building for USAID/Honduras and implementing partners in monitoring practices and systems, and evaluation methodology.

Conduct other duties as assigned by the Chief of Party.
At least a Master’s degree or two (2) years of graduate studies in social sciences, economics, or natural sciences, or a relevant area.
A minimum of eight (8) years of progressively responsible professional experience in monitoring and evaluation
Minimum of five (5) years of supervisory experience.
Previous experience leading international donor funded evaluations and assessments; and familiarity with MEL plan and PMP development; remote qualitative and quantitative data collection; remote, field-based and third party monitoring; and knowledge management initiatives
Excellent teamwork, interpersonal, verbal and written communication, presentation and facilitation skills.
Demonstrated ability to lead and conduct data collection field work in environments with changing contexts.
Familiarity with USAID’s goals, policies, and approaches for monitoring, and conducting of developing evaluations, research, and assessments.
Possess strong management, writing, relationship skills with diverse groups, and organization to report on research results.
Experience in the management, supervision and guidance of research teams.
Candidates with high proficiency of written and spoken English are required.
Legal resident of Honduras.
Level of Effort: This is a full-time position based in Tegucigalpa, Honduras.
