MEL Specialist under Monitoring, Tegucigalpa, Honduras 87 views

Panagora Group, a small business specializing in monitoring, evaluation, and learning, global health, and international development, seeks an experienced Organizational Development and Learning Expert for an anticipated USAID/Honduras’ Monitoring & Evaluation Support for Collaborative Learning and Adapting (MESCLA 2).

This is a long-term position based in Tegucigalpa, Honduras expected to start in late 2021.

Duties and Responsibilities

Work under supervision of the MEL Advisor to support planning, design and implementation processes for monitoring priorities under the MESCLA 2 activity.

Track all activities for monitoring assignments.

Use data from USAID/Honduras monitoring database or other government data sources to prepare internal or external reports.

Perform data quality assessments (DQA) required by USAID.

Support standardization efforts and compliance with USAID’s data quality standards in monitoring processes for the Mission and implementing partners.

Support the design, dissemination, and implementation of new monitoring methodologies for USAID/Colombia and its implementing partners.

Support the development and implementation of guides and protocols to standardize best monitoring practices.

Support the monitoring, reporting, and analysis of Mission performance indicators.

Support capacity-building in monitoring best practices and DQAs with implementing partners.

Other functions as assigned by the designated supervisor.


A minimum of a Master’s degree or two (2) years of graduate studies in social sciences, economics or natural sciences, governance, or a relevant area, with experience in project management.

Five (5) years of specific experience in:

Monitoring processes, indicator design, and reporting

Data collection and analysis processes

Standardization processes and improvement of data quality

Possess strong management, writing, relationship skills with diverse groups, and organization to report on evaluation or research findings.

Experience in the management, supervision and advice of teams both on site and remotely.

Advanced Excel experience with the ability to clean, handle, and analyze large databases

Strong English oral and written communication skills.

Working knowledge of Microsoft Office, Adobe Acrobat, and Gmail service platforms

Must be a legal resident of Honduras.

Level of Effort: This is a full-time position based in Tegucigalpa, Honduras.
