OBJECTIVES OF THE PROGRAMME
The Noncommunicable Diseases Unit provides policy guidance and technical assistance to Member States; develops, implements and monitors multisectoral, integrated, evidence-based, and people-centered policies, strategies and plans; and strengthens the capacity of national-health systems to deliver high-quality, integrated Noncommunicable Diseases (NCD), Mental and Neurologic Disorders services (MNS) at PHC and all levels of care for Universal Health Care (UHC). These include early diagnosis, screening and treatment of NCDs and risk factors; eye, ear and oral health, and rehabilitation and disability services; promoting and tracking cross-cutting, end-to-end delivery to achieve impact; and support to the building and maintenance of national and regional information systems for NCDs and mental health, neurology, and alcohol and other substance use. The Programme works to facilitate implementation of the NCD Global Action Plan, within the context of the WHO Special Initiatives for NCDs and Mental Health for a multisectoral response to NCDs, MNS disorders and alcohol and substance use, while protecting public health from commercial interests.
PURPOSE OF THE POSITION
Within the context of the UHC/CND/NCD Programme , the purpose of the Medical Officer Cancer Control Project Coordination is to support Member States of an AFRO sub region in the evidence-based prevention, care, and treatment services for targeted cancers by guiding and supporting the implementation of Cervical and childhood cancers’ projects at regional, sub regional and national levels through the production of timely Norms, Standards, Guidelines and Tools, coordinating their implementation including through setting annual priorities and key performance targets, and documenting and disseminating best practices and partners’ experiences to scale-up programmes. The incumbent also addresses national capacity-building priorities for cervical and childhood cancers by providing technical expertise and guidance and strengthening the capacity of public, health-care workers in providing cancer-related integrated services and health systems reorientation towards addressing inequities in care for NCDs—particularly cancers.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties:
 
• Guide the production of timely Norms, Standards, Guidelines and Tools to support the implementation of Cervical and childhood cancers’ projects at regional, sub regional and national levels;
• Provide technical guidance, mobilize, and coordinate expertise to advise countries, promoting, implementing, and evaluating integrated and evidence-based policies, strategies, plans, programmes and initiatives, to address the countries’ Capacity Building priorities for cervical and childhood cancers. This ensures the following:

o public/private partnerships in providing comprehensive and evidence-based prevention, care, and treatment services for targeted cancers;
o strengthened capacity of public, health-care workers in providing cancer-related integrated services for genetic disorders within PHC service delivery systems
o the inclusion of cancer prevention and control interventions across the life course and continuum of care;
o the orientation of health systems towards addressing inequities in care for NCDs—particularly cancers — through inclusion in Universal Health Coverage;
o facilitated procurement of safe, efficacious, and affordable medicines and technologies for Cancers.
• Coordinate the implementation of projects for cervical and childhood cancers, including setting annual priorities and key performance targets;
• Monitor and evaluate the implementation of work plans, budgets, and team performance at the IST and country levels with regard to cancers, documenting and disseminating best practices and partners’ experiences to scale-up programmes;
• Manage the operational aspects of elated operational research, surveillance, epidemiology, and health surveys;
• Forge/strengthen partnerships and networks to enhance multi-sectoral collaboration to address NCDs and particularly cancers in the context of integrated NCDs prevention and control and contribute to resource mobilization for the Programme’s work;
• Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS
Education
Essential: Medical degree with post-graduate degree in public health; or specialization in Oncology, Pneumology or Pathology from an accredited/recognized institute.
Desirable: Advanced medical degree and a Postgraduate certification in Oncology or Pathology or Public Health

Experience
Essential: A minimum of 5 years’ experience in developing, managing, and providing advisory services in Capacity Building for the Prevention and Control of Cancers within Public Health Programmes, at the international and national level. A minimum of 2 years inclusive should be at the international level.

Desirable:
• Relevant work experience in International Organizations, UN agencies, non-governmental or humanitarian organizations.
• Field experience in emergency response programmes especially in African countries.
• Experience in capacity building, developing, and promoting collaborative partnerships

Skills
• Area-specific, technical, and programmatic knowledge of the Prevention and Control of Cancers;
• Ability to define Norms and Standards, to develop Tools and Guidelines for NCDs prevention and control Working knowledge of district hospital care, Universal health coverage, in-service and pre-service training, Essential NCD drugs, PHC delivery systems
• Excellent analytical and organizational skills. Ability to advocate, plan and implement projects and activities.
• Demonstrated ability to provide clear advice and guidance to multiple stakeholders and partners.
• Willingness to share technical knowledge.

REMUNERATION
WHO offers staff in the Professional Category an attractive remuneration package, which for the above position includes an annual net base salary starting at 60,233 US Dollars (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
