This Opportunity:

For assigned projects, the Manager T3R serves as part of the
Project Management Unit (PMU). The PMU is responsible under the leadership of
the T3R Senior Manager or their designee, for the management and delivery of
projects and for pursuing and securing new opportunities. The Manager supports
the pursuit for and acquisition of new programming; and facilitates the
management and implementation of those programs.

Initially, the Manager T3R will focus on the provision of a full
range of support to T3R’s business development efforts, working closely with
the portfolio Senior Manager and any assigned Agile Team members. That support
could include but may not be limited to pursuit, capture, or proposal planning,
pre-proposal research and writing, proposal writing, managing the internal team
and partner inputs for bid efforts, overseeing broader bid preparation and
production aspects, or other duties as assigned.

The management and implementation of Palladium T3R programs calls
for the embrace of effective and efficient program delivery and the delivery of
projects in accordance with contractual obligations, company policies, and
client rules and regulations. The Manager T3R plays a key role in leading
day-to-day management activities of the project team, harmonizing technical
goals and compliance with our client agreements, regulations, and internal
policies.

This role will eventually supervise one or more team members,
ensuring their training in project management duties and best practices—and
business development tools and techniques.

Primary
Duties and Responsibilities: 

Business
Development Management & Coordination

  • Contribute to proactive and responsive T3R business development support;
  • Undertake research and generate inputs for T3R opportunity pipeline;
  • Work closely with Agile Team to successfully manage proposal efforts and resources;
  • Support and contribute to business intelligence research to help position company/guide strategic planning; research and analysis of funding trends among key donors/clients;
  • Develop and maintain comprehensive understanding of T3R program goals and objectives; and awareness of the work of technical portfolios across the company;
  • Support the crafting and execution of opportunity pursuit strategy and proposal approach;
  • Support cost proposal development;
  • Represent the company at external events and relevant industry gatherings.

Business
Development Writing / Editing

  • Draft expressions of interest, corporate capability statements, personnel and management sections, past performance references, biographical sketches and other proposal components;
  • Ensure coherence between resume content and format and personnel requirements;
  • Take responsibility for drafting of assigned proposal sections;
  • Coordinate and manage information gathering, section drafting, and related tasks when undertaken by additional staff or third parties;
  • Review and edit submissions from third parties to meet content and quality standards.

Project
Management

  • Plan and manage project start-up and closeout, supporting in-country corporate registration and financial and HR systems establishment as assigned;
  • Serve as the project’s primary liaison with corporate services, Senior Managers, Project Delivery, and Compliance and Process Excellence Hub;
  • Prepare and maintain project specific components of the project management manual;
  • In collaboration with the Compliance and Process Excellence Hub and corporate services, provide training and guidance to project staff on, and ensure compliance with, company policies and client rules and regulations;
  • Support program operations, personal, and information security-related tasks as assigned;
  • Participate in the development, implementation, and monitoring of project work plans, tracking project deliverables and monitoring project delivery against spending forecasts;
  • Support development and presentation of internal and external programmatic and financial reporting;
  • Support development of project subcontractor, grant management, and procurement procedures compliant with internal and client’s rules and regulations;
  • Manage planning and coordination of inputs from the company’s security team as needed.

Financial
Management

  • Ensure timely, effective, and compliant project financial management;
  • Collaborate with Financial Management to establish project charge codes, ensuring they meet client and project requirements for cost allocation, monitoring and evaluation, and reporting;
  • Ensure that project financial and administration reporting meets Company and contractual deadlines;
  • Monitor budget progress against internal financial forecast and review monthly Funds Transfer Requests (FTRs) for accuracy and coherence with project budget and availability of funds;
  • Review cashbooks / field vouchers and ensure complete and compliant documentation;
  • Serve as a coordinator for service providers and approve (or obtain approval for) work orders and invoices; verify the accuracy of client invoices;
  • Monitor, reconcile and report expense advances monthly;
  • Support the external audit process as needed and ensure compliant retention of project records.

Human
Resource Management and Recruitment

  • Oversee project human resource planning, recruitment, contracting, with field teams and coordinate inputs from Compliance, HR, and Talent Acquisition teams;
  • Work with associate to maintain project data on relevant HR systems for short-term and long-term staff and consultants; and follow up to verify recording accuracy;
  • Lead the mobilisation and demobilisation of all international staff;
  • Supervise junior staff as assigned;
  • Support new employee onboarding and training as assigned;
  • Grant regular feedback on supervisee’s work products, providing and/or recommending additional training and support where necessary.

Essential
Knowledge, Skills, and Competencies:

  • Comfortable working on teams and thrives in a cooperative working environment;
  • Experience with on the ground program support—short or long term;
  • Excellent written and verbal communication skills;
  • Financial acumen and the ability to interpret and analyse financial reports;
  • Sound problem solving and decision making skills;
  • Career reflects increasing management responsibilities and increasing Emotional Intelligence (EQ);
  • Comfortable working as a self starter with minimal supervision;
  • Ability to multi-task and to do so under sometimes unreasonable time constraints;
  • Ability to travel and work in developing countries for extended periods of time.

Desirable
Knowledge, Skills, and Experience:

  • Field project management experience;
  • Completion of relevant project management trainings or certifications;
  • Prior experience supporting USAID and DOS programs execution, particularly those implemented on behalf of USAID’s Office of Transition Initiatives (OTI) or the Office of Foreign and Disaster Assistance (OFDA), or DOS’ Conflict and Stabilization Operations (CSO);”
  • Direct involvement in international development program start-up, close-out, or full implementation;
  • Prior experience supporting USAID contracts and cooperative agreements.
