Panagora seeks an experienced Learning & Institutional Capacity Advisor for an anticipated USAID/Liberia Data, Evaluation, Learning, and Technical Assistance activity.
This is a long-term position based in Monrovia, Liberia expected to start in early 2022.
Duties and Responsibilities
Lead and manage the Learning and Institutional Capacity Component including leading the activity’s learning agenda and developing the strategy for implementing USAID requests and resource needs.
Develop standard operating procedures (SOPs) for Collaborating, Learning, and Adapting (CLA) inclusion into DELTA tasks, and, as needed, scopes of work toward deepening and institutionalizing CLA into the work undertaken by the DELTA activity.
Work closely with USAID Mission staff in using CLA approaches in their work, including learning plans, communities of practice, and facilitation needs.
Identify and execute appropriate agreed upon methodology, field work, research, reporting and deliverables, working closely with the DELTA activity leadership and other activity technical leads.
Lead assessments of MEL capacity for USAID and its implementing partners; design and deliver monitoring, evaluation, and learning-related trainings as needed.
Develop scopes of work for short-term consultants as needed.
Supervise long- and short-term staff engaged in CLA tasks for the DELTA activity.

Other duties as assigned by the Chief of Party.
A minimum of a Master’s Degree in organizational learning, public policy, development administration, knowledge management, political science, international relations, or other fields closely related to international development and/or communications.
A minimum of seven (7) years of progressively responsible professional experience in program/project development, CLA, and implementation in a developing country context, preferably with USAID projects.
Experience working on a monitoring and evaluation activity highly preferred.
Minimum of three (3) years of supervisory experience.
Demonstrated success leading teams of individuals with diverse skills and interests, as well as success in mentoring and/or coaching staff in project development, project implementation, and CLA.
Demonstrated presentation, facilitation and training skills, both online and in person, that can influence decision makers, foster organizational change strategies, with implementation occurring within a complex organizational setting. Direct experience with USAID audiences highly desired.
Demonstrated ability and track record in strategic, systems and holistic thinking, managing resistance to change and understanding of organizational culture, learning and change management.
Fluency in English, written and spoken.
Must be a Liberian citizen.
