STAR PROGRAM DESCRIPTION
Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) in partnership with the Johns Hopkins University (JHU) and the University of California, San Francisco (UCSF), supported by the US Agency for International Development (USAID). STAR is a Global Health talent hub. Through fellowships, internships, and strategic partnerships, STAR supports building the capacity of diverse global health professionals and organizations at all levels to make inclusive, collaborative, and innovative contributions to global health. STAR participants collaborate in the development of systems and tools that strengthen and sustain the local and global health response.
The U.S. Agency for International Development (USAID) continues to be at the forefront of the U.S. Government (USG) response in the fight against HIV/AIDS. USAID is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this initiative. This position sits within the USAID Office of HIV/AIDS, in the Priority Populations, Integration and Rights Division (PPIR), Key Population (KP) Branch.
In support of these efforts and the PEPFAR goal to end the HIV epidemic, the KP Branch seeks an intern (Intern) who will support USAID’s mandate to better serve HIV key populations-including men who have sex with men, sex workers, transgender people, people who inject drugs and prisoners and other incarcerated people. The branch serves USAID mission colleagues in various USAID missions to design, implement and analyze differentiated service delivery models that reduce the spread and impact of HIV among these marginalized populations. The intern will work alongside KP technical advisors in developing resource packets for USAID mission colleagues to learn from other missions on state-of-the-art programming. The intern will assist in developing a resource toolkit for USAID mission colleagues and implementing partners, to increase the effectiveness of their KP and priority population programming. With the advent of antiretroviral therapies (ART) being recognized in the prevention of HIV transmission, the concept of Undetectable = Untransmittable (U=U) as a promotional strategy has been permeating PEPFAR/USAID HIV programs. However, there is a dearth of information on the success of such campaigns, nor sharing between USAID missions on the effectiveness of such programs. The KP Team Intern will initially gather information on successful U=U promotional campaigns, and help USAID missions to learn from each other, with a goal of measuring the impact of such campaigns on service uptake and the mitigation of HIV-related stigma and discrimination.
The Intern will work closely with the Key Populations Branch and receive technical guidance from the Priority Populations, Integrations and Rights Division Chief, who will serve as their Point of Contact.
By the end of the internship, the Intern will have gained experience and exposure to:
Production of a U=U toolkit with a Senior KP Technical Advisor.
Presentation of data analyses to different audiences including KP-focused Implementing Partners, USAID Mission Staff and USAID headquarters staff.
Potential development of a peer review journal article for submission/conference presentation based on findings from the development of the toolkit.
Compile a Undetectable=Untransmittable (U=U) Toolkit for USAID mission colleagues and implementing partners, integrating U=U messaging into current and future HIV programming for KPs and other priority populations:
Conduct literature review.
Query USAID mission colleagues and implementing partners to collect effective strategies and campaigns to integrate U=U.
Consolidate from existing tools/operational guidance a set of strategies to measure the impact of U=U campaign on the reduction of stigma and discrimination in clients seeking HIV services.
Provide materials in the form of presentations or background documents that will support the KP team in facilitating knowledge translation with mission colleagues and implementing partners via a webinar and other dissemination strategies.
Provide specific country support based on experience and interest.
Participate in KP Team activities including pulling data visuals, revising graphics, supporting editorial changes that will contribute to the lead KP technical backstop review of country programs.
Anticipated learning outcomes:
All STAR Interns will participate in learning activities (*required 10% time) during their internship. By the end of the internship, the Intern will be able to:
Gain exposure to HIV/AIDS and specifically KP strategies through USAID and other global health programming.
Apply effective communication skills across a broad network of peers and advisors within global health to support learning and professional development.
Develop a global health-focused career plan with a mentor.
Currently enrolled masters or other post-bachelor’s degree candidate or completion of such within the past 12 months.
Experience either studying or implementing HIV programs with key populations in low- and middle-income countries.
Ability to analyze and synthesize data from different sources/databases (both quantitative and qualitative) and create data visuals in excel.
Demonstrated innovative thinking and problem-solving skills.
Ability to work independently with minimal supervision.
Excellent analytical, written, and oral communication skills.
Strong interpersonal, facilitation and team-building skills, and ability to work cross-culturally with diverse teams.
This position may require travel. Ability to participate in a field experience, which may involve domestic and/or international travel and overnight stays for up to 2 weeks pending lifting of COVID-19 restrictions.
US citizenship or US permanent residency required.
