Position Overview:

The PIHL HMEI Lead is responsible for ensuring that a robust monitoring and evaluation (M&E) system is in place to support organizational goals. Working in close collaboration with the Ministry of Health (MOH), the HMEI Lead will contribute to the development and strengthening of an effective and efficient health information system. This role is also accountable for ensuring that the PIHL HMEI team is well equipped and responsive in supporting efforts to translate data into evidence-based policy and action. Additionally, the HMEI Lead will collaborate with the County Health Team (CHT) to support the accurate and timely upload of high-quality data into the DHIS2 system for Maryland County. The Lead will also provide M&E support across all clinical departments and contribute to the professional development of departmental team members.

Essential Duties and Responsibilities:

A. Leadership Responsibilities

• Lead the strategic and operational planning of the HMEI Department to ensure alignment with PIHL’s mission and organizational priorities.
• Engage with the Central Ministry of Health (MOH) to advance the scale-up of electronic data collection systems and support improvements to paper-based data systems, guided by the “5 Ss” framework.
• Collaborate with the MOH to enhance data quality at the county level by supporting data review and validation prior to DHIS2 system uploads.
• Structure and oversee the HMEI Department to foster integration and collaboration between the Monitoring & Evaluation and Health Informatics teams.
• Manage PIH’s technical assistance and support to the MOH, ensuring alignment with national health priorities.
• Coordinate with the Cross-Site HMEI Team to ensure effective collaboration between the central and site teams, and harmonize global and local HMEI strategic goals.
• Provide ongoing support to the County Health Team’s (CHT) Surveillance and Morbidity & Mortality Review Unit.
• Partner with the IT department to promote integration between digital health systems and information technology infrastructure.
• Collaborate with the Operations team to integrate operations-related data into the broader HMEI system.
• Offer M&E technical guidance to PIH and CHT teams through regular site visits, mentorship, and monthly data review meetings.

B. HMEI Technical Responsibilities

• Lead the M&E team in tracking, monitoring, and analyzing key performance indicators across clinical departments.
• Provide strategic direction to the HMEI team to strengthen program data analysis, utilization, and dissemination.
• Maintain and regularly update PIH’s central database to reflect current program indicators and incorporate data from new projects.
• Strengthen team capacity in data use, system improvement, information dissemination, and overall data management.
• Ensure all data analysis is reviewed and validated before submission to the Policy & Partnership (P&P) team for reporting to the MOH and donors.
• Work collaboratively with clinical teams, program staff, and data officers to develop effective monitoring plans, ensure accurate data collection, and validate data integrity.
• Support the Family Medicine Residency Program by contributing to scholarly activities, monitoring and evaluation systems, and initiatives that drive program success.
• Collaborate with the P&P team and Program Leads to develop a comprehensive M&E dashboard for all PIHL grants.
• Support the CHT in conducting County Health Performance Review meetings to assess progress and identify areas for improvement.
• Promote regular information sharing among project staff related to data, lessons learned, progress updates, and reporting.
• Lead and support initiatives aimed at strengthening and growing the PIHL HMEI team, including capacity building and strategic planning activities.

C- Team Capacity Building

• Develop and implement a capacity-building plan for project staff focused on monitoring and evaluation (M&E) and database management, utilizing methods such as trainings, workshops, and individualized mentorship.
• Strengthen the HMEI team’s skills in research and quality improvement (QI) by engaging them in the early stages of research and QI initiatives.
• Ensure that at least two Liberian team members are mentored and supported with the goal of preparing them to eventually assume leadership of the HMEI department.

Qualifications:

Mandatory Requirements

• Master’s degree in Statistics, Data Analytics, Health Informatics & Technology, or Epidemiology.
• A PhD in one of the above fields is considered an asset.
• Minimum of three (3) years of documented experience leading a Health Monitoring, Evaluation, and Informatics (HMEI) team.
• Willingness to live and work in a rural setting in Liberia.
• Professional fluency in English (spoken and written).
• Demonstrated ability to work effectively in a multi-cultural environment.

Additional/Preferred Qualifications

• Educational background or demonstrated experience in leadership and management.
• Master’s degree in Biostatistics (preferred).
• Experience in grant writing and grant management.
• Master of Public Health (MPH) degree (preferred).
• Experience working within public health systems and/or Ministry of Health structures.
• Proven track record of contributing to global health initiatives.
• Strong interpersonal skills with the ability to engage professionals at all levels in diverse settings.
• Excellent organizational and time management skills; ability to prioritize multiple tasks, work under pressure, and meet tight deadlines.
• Ability to function well both independently and in team settings.
