We develop and oversee programs to strengthen public health systems and address leading causes of morbidity and mortality, providing expertise in project implementation and management, strategic communications, epidemiology and surveillance, and other core public health capacities.

Vital Strategies has formed a COVID-19 Incident Management System to control and mitigate the spread of the novel coronavirus in vulnerable low- and middle-income countries and the United States. A significant area of focus for our work in the US is accelerating and strengthening the technical and operational capacity of local public health departments to carry out impactful contact tracing to reduce the spread of infection and allow for the safe reopening of society as soon as possible. We are working with a small number of model jurisdictions to demonstrate innovation and document and disseminate best practices.

The Role

We are seeking Health IT Project Consultant(s) to provide advisory and hands-on support to one of the following jurisdictions participating in our program: Franklin County, OH; Forsyth County, NC; Wake County, NC; North Carolina State; Marion County, IN; Dallas County, TX. You will lead the setup of new technology used to help a local public health department conduct contact tracing at scale to meet the demands of COVID-19. From early piloting to wide-scale deployment, you will oversee the digital execution of their contact tracing program.

This role will primarily operate as an embedded team member of the local health jurisdiction, while maintaining a close partnership with Vital Strategies/Resolve to Save Lives US COVID-19 Response cross-functional team of designers, engineers, epidemiologists, evaluators, and program consultants for knowledge sharing and to ensure consistency of methods and recommendations. You will quickly develop relationships with internal and external stakeholders, becoming the single channel of digital project-related communication across all partners.

This is a full-time, 12-month contract with the consultant working remotely and aligned with US Eastern Time Zone business hours. Once it is possible to work on-site, the consultant will be expected to spend considerable time at the appointed jurisdiction.

Main responsibilities:

Partner with local public health staff to define strategies, data architecture, and technologies for the local contact tracing program that meets service level objectives

Manage multiple concurrent projects primarily associated with HL7 and IHE standard connections, executing at an accelerated pace

Develop processes for evaluating and introducing new technologies into the system , including the implementation of contact tracing tools developed by US COVID-19 Response team

Define technical performance requirements, identify risks and roadblocks, and be accountable for solutions

Author/facilitate project documentation and work plans, manage and clearly communicate project scope and requirements

Coordinate, schedule, and facilitate meetings, including documenting meeting notes and tracking action items to completion

Develop status reports, monitor and communicate project health to internal and external stakeholders

Proactively manage deliverables and change management activities and facilitate stakeholder decision making when necessary

Required competencies and qualifications:

BA/BS degree in Computer Science or related degree or equivalent practical experience

Experience in working with service partners, supporting complex technical issues, and in identifying knowledge gaps and solutions in order to improve partner technical knowledge

Experience with big data and data warehouses; demonstrated understanding of data flow process

Experience in navigating business organizations and managing multiple cross-functional stakeholders

Ability to explain complex technical concepts to a non-technical audience

Desired skills:

Experience using CommCare, Sara Alert, Salesforce or related products such as an electronic health record

Experience in a public health environment

Experience working with government agencies or government bodies
