Health Information Systems (HIS) Technical Advisor

Management Sciences for Health (MSH) is seeking an HIS Technical Advisor for the USAID-funded Public Sector Systems Strengthening Plus (PS3+) project in Tanzania. The purpose of PS3+ is to acquire technical assistance to support the Government of Tanzania (GOT) to institutionalize public systems that are responsive to citizens’ needs for quality services at the local level, particularly for underserved populations.

The HIS Technical Advisor is responsible for business process analysis, requirements development, and software implementation. S/he will focus on system refinement, user support, enhanced interoperability between systems, and institutionalization/handover to the Government of Tanzania

SPECIFIC RESPONSIBILITIES

The HIS Technical Advisor will support the Ministry of Health, Community Development, Gender, Elderly, and Children (MOHCDGEC), public health institutions (PHIs), and the PS3+ project team to:

Define technical requirements (both user and system requirements) to guide the development of various digital initiatives such as Shared Health Records, interoperability, and automated reporting solutions.

Ensure that the project’s digital initiatives are aligned with the Enterprise Architecture components and digital initiatives prioritized by the MOHCDGEC

Provide technical support to the MOHCDGEC in managing and coordinating the iterative information systems development process

Work in tight collaboration with the other PS3+ technical staff and the HIS Senior Clinical Advisor to ensure that innovative, contextualized clinical and digital health perspectives form the basis for systems analysis and iterative systems development work that the PS3+ project undertakes.

Identify best information technology (IT) solutions on the market to address GOT needs and support cost analysis of alternative information and communication technology (ICT) solutions

Provide technical support to the MOHCDGEC in testing and evaluating ICT solutions during selection, development and commissioning

Build capacity of MOHCDGEC staff and other stakeholders in appropriate use of the systems implemented by the project.

Develop an approach for monitoring and evaluation of the above IT solutions development, their roll out, and usability

Perform other duties appropriate to the position as assigned by the Supervisor or his/her delegate

1. Bachelor of Science in Information Technology.

Minimum of 6 years of extensive hands-on IT systems design, implementation and support experience within a hospital or healthcare environment.

Extensive knowledge of clinical IT applications in use at modern hospitals in Tanzania.

Proven ability to implement systems integration and/or interoperability between diverse management information systems, e.g., HMIS, District Health Information Software (DHIS2), Electronic Medical Records (EMR), Health Information Exchanges (HIE)

Experience developing tools to facilitate data entry, transmission, and use and building the capacity of health sector staff in their use.

Experience with helping to define and lead agile software design and development methodology and processes.

Technical experience in using and/or supporting other public health sector systems, such as health financing, supply chain, and/or universal health coverage (UHC).

Excellent organizational, analytical, oral and written communication skills.

Demonstrated excellent English and Swahili language skills (both written and oral) with the ability to conduct business in English.
