This Opportunity:
Palladium seeks a Grants Manager for the anticipated USAID Moldova Rural Competitiveness Activity (RCA). The purpose of the proposed RCA is to accelerate the transformative, climate-resilient economic development of rural Moldova by further stimulating the competitiveness of key economic sectors (wine, high value agriculture, and tourism) to drive sustainable economic growth. The USAID-funded, five-year flagship activity will further integrate Moldova as a reliable EU/Western trading partner and will position Moldova as a competitive regional hub for sustainable and value-added products and services across the assisted sectors, ultimately underpinning an inclusive economic growth model for developing rural Moldova.
Palladium seeks a Grants Manager based in Chisinau to support all grants administration and implementation of the USAID-funded Rural Competitiveness
Activity. S/he will report directly to the Director of Finance and Operations.
Duration: 5 years (2022-2027)

Reporting and Supervision: Grants Manger will report to Chief of Party
Primary Duties and Responsibilities
Lead and oversee all grants administration, from calls for expressions of interest through to implementation.
Draft grants manual and related program documents.
Collaborate with technical and MEL teams as required to structure Requests for Application tailored to achieve RCA objectives, including for performance-based grants.
Review grant application budgets and conduct pre-award risk assessments of grantees.
Prepare, draft grant agreements in compliance with applicable Palladium policies and procedures and USAID conditions.
Develop and implement a grant tracking system to ensure the timely and correct execution of all grant agreements.
Ensure effective liaison between project staff and grant recipients.
Monitor completion of grants milestones and report issues encountered to the Director of Finance and Operations.
Resolve external issues/problems related to grants administration in a timely manner.
Provide team with guidance on and interpretation of USAID regulations as they relate to the procurement life cycle.
Perform other related duties and responsibilities as assigned.
Key Competencies Required:
Experience managing grants under contract for USAID-funded programs of a similar size.
Strong financial and operational management experience, including a track record in developing large budgets.
Demonstrated experience coordinating and collaborating with various stakeholders and grant awardees.
Experience building relationships with local organizations and building their capacity to administer large donor grant funds.
Strong working knowledge of USAID policies, procedures, and reporting requirements.
Prior experience in Eastern Europe, especially in Moldova, is preferred.
Prior experience in financial operations, accounting, and/or grants management within any of the following areas: high-value agriculture production, value-addition, and export; climate-smart agriculture and/or viticulture; risk reduction, adaptation, and resilience; trade facilitation; tourism sector development; investment promotion; workforce development; enabling environment and policy.
Fluency in Romanian, Russian, or additional region-specific language; proficiency in English.
