Position Title:  Grants and Compliance Manager
Reports to: Associate Director Grants Management & Compliance

Position Overview:

Reporting to the Associate Director Grants Management & Compliance and working in close collaboration with the contracts and finance staff, the Grants and Compliance Manager will serve as a vital point person for the management of donor-funded grants. The major focus of this role will be effective management of funding agreements, compliance with donor conditions, reporting, project audits, evaluations, financial accountability, and regulatory compliance. This position will strengthen day to day relationships with Boston-based teams and international PIH offices by working with grants managers and staff from the accounting, procurement, HR, and policy & partnership functions. Key deliverables of this role are: effective grants management systems throughout PIH; regularly reviewed project budgets, expenditures, and donor reports; improved skills of staff on adherence to donor agreements and the associated compliance conditions; enhanced quality of donor deliverables; timely donor communication; and appropriately responded donor audits and evaluations.

Detailed Responsibilities:

Grant Management & Compliance

  • Work closely with site teams to oversee a portfolio of grants, ensuring timely and accurate reporting in accordance with the donor requirements.
  • Strengthen grant management and compliance policies, processes and systems through the pre-award, contracting, post-award implementation, reporting, and close-down phases.
  • Effectively manage grants processes at the program design, proposal and budget development, grants launch, deliverables tracking, performance against budgets, timesheets, asset management, expenses allocation spending reviews, recruitment, and gaps identification in grants procedures and support on implementation of corrective measures.
  • Collaborate with legal, finance and the project teams to review and negotiate MOUs, funding agreements, sub-agreements, work plan amendments, budget realignments, and cost or no-cost extensions.
  • Maintain audit readiness and thoroughly support activities of audit preparation, internal controls reviews, transactions testing, assets verification, responses to audit observations, and post-audit corrective actions.
  • Oversee sub-award assessment, capacity development, background checks, contract negotiations, audits and other performance monitoring processes for partner organizations.  

Other tasks

  • Implement capacity building activities and guide the work of grants management staff through site visits and remote support.
  • Assist on activities associated with funding prospects, risk assessments, donor visits, partners’ collaboration, and sustainable use of resources.

Qualifications

  • Masters in finance, business management, law, or other relevant field.
  • Five years of grant management experience in similar roles, with at least 3 years in management of multi-site donor portfolios. Experience of headquarters and field based roles and/or global health proficiency in non-profit organizations is strongly preferred.
  • Demonstrated performance in U.S. government and other donor audits, Microsoft Excel, and accounting & grants management software applications.
  • Exemplary interpersonal skills and ability to collaborate effectively with culturally diverse and multi-country teams.
  • Ability to work independently and effectively in high-pressure, fast-paced, and social justice environments.
